Mounds View Planning Commission September 18, 2002
Regular Meeting Page 3
________________________________________________________________________

Jason Studer indicated he has been in business for over 7 years in the uptown are and is looking
at making a move to break away from his partner and go on his own.

Commissioner Scotch asked what the square footage of the facility in uptown is.

Mr. Studer indicated he is limited to 2,000 square feet and 5 parking spaces at the uptown
location. He then said there would not be junk vehicles or parts lying around because it would
reflect negatively upon him and his business.

Chair Stevenson asked how much structural change would be done to the existing building.

Mr. Studer indicated the only changes would be internal to frame up an office in one of the wash
bays.

Chair Stevenson indicated he had no problem with the request other than the size of the lot.

Commissioner Hegland indicated this was a corner lot.

Chair Stevenson asked if the parking was adequate.

Planner Atkinson indicated there are two sites shown where parking can be added.

Chair Stevenson asked where overnight outside parking would be.

Mr. Studer indicated he did not anticipate much, if any, outside overnight parking but said that if
it was necessary to park a vehicle outside parking would be along the west side of the building.

Commissioner Scotch asked if he would have a 24-hour service.

Mr. Studer indicated the hours would be approximately 8:00 a.m. to 6:00 p.m. for the auto repair
part of the business.

Chair Stevenson indicated he did not see any objections to going forward with the request but
recommended that the area for outside overnight parking be designated on the site plan.

Commissioner Zwirn asked if there would be a dumpster outside for trash, tires and old parts.

Mr. Studer indicated that he did not do tires and said all used parts would be stored inside.

Planner Atkinson indicated Staff had drafted a Resolution of approval if the Commission wished
to act on it tonight.

Commissioner Hegland asked for clarification on the parking requirement.

Planner Atkinson indicated the parking is currently under the requirement as there needs to be 8
plus stalls. He then indicated that Staff would work with the applicant to make sure that the
required parking is shown on the final plan.
