Mounds View Planning Commission September 18, 2002 <br />Regular Meeting Page 4 <br />________________________________________________________________________ <br /> <br /> <br />Chair Stevenson closed the public hearing at 7:26 p.m. <br /> <br />MOTION/SECOND: Zwirn/Hegland. To Approve Resolution 709-02, a Resolution Approving <br />a Variance from the Minimum Lot Area Requirement of 22,500 Square Feet for an Auto Repair <br />Facility Located at 2135 Program Avenue. <br /> <br />Planner Atkinson revised the Resolution to indicate that the minimum variance is a 2,419 square <br />foot variance. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />Planner Atkinson handed out a resolution for the conditional use permit. <br /> <br />Chair Stevenson recommended holding the resolution for review at the next meeting once all of <br />the requirements had been added to it. <br /> <br />Commissioner Hegland asked if anything would be added to the building to deal with noise <br />control. <br /> <br />Mr. Studer indicated the building is all block and there are no adjacent buildings. He further <br />explained that the noise would need to travel through two walls of block so he does not <br />anticipate an issue with noise. <br /> <br />Chair Stevenson suggested that the conditional use permit should list the hours of operation and <br />then suggested that those hours of operation be limited to 7:00 a.m. to 7:00 p.m. <br /> <br />Chair Stevenson asked if the final plans would reflect the parking or if it needed to be in the <br />conditional use permit. <br /> <br />Planner Atkinson indicated that the site plan would contain the parking information and noted <br />the conditional use permit could state that the City’s parking code requirements must be met. <br /> <br />Chair Stevenson asked if there would be more impervious surface added to the site. <br /> <br />Planner Atkinson indicated the site would not be changed on the outside. <br /> <br />Commissioner Hegland asked if there would be a change to the signs. <br /> <br />Mr. Studer indicated that he would be changing the signs because the name of the business <br />would change. <br /> <br />Planner Atkinson indicated a sign permit would be required and that could be noted in the <br />conditional use permit. <br /> <br />Commissioner Zwirn asked if the City needed to address the storage and disposal of hazardous <br />fluids.
