Pe6ruary 22, 1978 <br />Aage 4 <br />Planning considerations include that both the 2oning Map and Land Use Pian desig- <br />nete the area as high density residential, and R-3 ts an allowable use in an R-4 <br />~lassiPied area. The proposed 4-plex unit and garages meet minimum setback <br />requirements, and minimum requirements for both lot area per unit and usabie open <br />space are met. The codp requires 2y parking spaces per unit with a minimum of one <br />being a garage unit, which would be mat with the p1an. <br />Official Rose stated that the appli:ant has proposed a curb cut on Bronson Drive <br />which is only a half street without storm drainage facilities, and recommended that <br />Lhe curb cut and traffic be placed an Woodlawn Drive, as it is a storm sewered <br />ful~ street which is capable of handling the traffic which would be generated. <br />Officia7 Rose stated that a devetopment agreeme~t wouid 6c entered inta 1f the <br />requesC is npproved, and would include a g2,000 bond or cash escrow submitted to <br />the City, requirA sodding or seeding of the 1og, reauir•e a minimum of two plantings, <br />2' in diameter st breast height, aspha't paving and curbing and concrete xidewalks. <br />OfFictal Rose added that the Commission Members might wish to discuss and require <br />a tot lnt a1so. <br />Councilmember Baumgartner asked what the drainage situation was in the area. <br />Offictal Rnse replied that there is a catch basin and an existing system on Wuod- <br />lawn Drive, He added that the amount of run-off is miniinal, bu: that each addiEfonnl <br />deve7opment in the City adds to the drainage probleins that exist everywhere. <br />Wally Kocemba introduced himseif as the representative fram Omega Corporation and <br />stated that they also nwn the lot next to the proposed development and would 11ke <br />~to put another 4-plex on that lot at same time tn the future. Ne added that he <br />^~~°would be willing to put the driveway through on Woodlawn but wouid then like to <br />move the garages sa as not to have the wh~le lot end up 6eing paved. <br />Chairperson Naake stated that !f Omega Corporation plans to do the same Ching ou <br />the next lot, they could back the garages up to a11ow even more green space. <br />Mr. Kocemba rep]ied that they would tike to handle each development sepzrately <br />since they would have different owners. <br />Chairperson Haake asked why Bronson Drive would not be acceptable for the entrance <br />and extt. Official Rose replied that Bronsan Drive is more of a service drive <br />and that deve7opmen2 was not meant off of it. He added that it is w9thout sewer, <br />water or storm sewer services and thore are no plans for putting it in, while <br />Woodlawn does have full services. <br />Chairperson Haake requnsted that if the plan is approved with the drive coming <br />in from Woodiawn, that Staff review it again to make sure it meets a71 requirements <br />Officiai Rose repiied that he would be reviewing it again. <br />Mr. Kocemba asked if he woutd have to go through the same procedure when he was <br />ready to develup the next 7ot. Official Rose replled that he would. <br />MSP (Fass-Burmelster) to approve the request of Omega CorForation to build a 4-piex <br />with garages at 7640 Woodlawn Drive, subfect to the tullowing cunditions, that a <br />develapment agreement be entered inCo with the City, which would require that a <br />~$2,000 bond or cash escrow be submitted to the City, sadding or seeding be required, <br />~two trees, 2" in diameter at breast height be pianted, asphalt paving and curbing <br />be put 1n, and a concrete si~ewalk be installed from the building to the garages. <br />The driveway would go to Ivoodiawn Drive, and any relncatlon of tne garages or <br />parking area woutd be approved by the Staff. 5 ayes <br />
