Mounds View City Council January 23, 1989 <br />Regular Meeting Page Six <br />-------------------------------------------------------------------------- <br />• Clerk/Administrator Pauley explained in 1987 the <br />Minnesota Legislature approved special legislation <br />that allowed Ramsey County to create a Charter <br />Commission to consider a charter for Ramsey County. <br />The Council has reviewed and discussed the draft <br />chapters at their agenda sessions. He explained <br />he has drafted a letter to the Chairman of the <br />Charter Commission, outlining the comments prepared. <br />Mayor Hankner stated the capital planning and <br />strategic planning for parks and health and human <br />services planning seem to be okay, but she feels <br />that zoning decisions belong with the City, not <br />with the County. As far as consolidation of <br />services, she does not know that it is necessarily <br />more efficient for the County to provide certain <br />services, and cited snow plowing as an example. <br />Motion/Second: Hankner/Quick to approve the draft <br />letter to be submitted to the Chairman of the <br />Charter Commission, and to send it to the County. <br />4 ayes 0 nays <br />12. Consideration <br />• difficultly in finding judges for the upcoming of Rslt. No. <br />special election, both due to the fact that it is 2440 Ratifying <br />a Saturday, and several were committed to the school Election Judges <br />district election and did not want to take another for Legislative <br />one on. District 52A <br /> Special General <br />Motion/Second: Blanchard/Wuori to approve Resole- Election <br />tion No. 2440, ratifying the appointment of election <br />judges for Legislative District 52A special general <br />election, and waive the reading. <br />4 ayes 0 nays Motion Carried <br />Clerk/Administrator Pauley reminded everyone that the <br />special election would be Saturday, February 4, from <br />7 AM to 8 PM on the lower level of City Hall, for <br />Precincts 1 and 2, and absentee ballots would be <br />available at City Hall beginning tomorrow afternoon. <br />Clerk/Administrator Pauley reported the Library 14. Discussion of <br />Board has requested the Ramsey County Board to delay Proposal by <br />the acquisition of land for a future library to Ramsey County <br />allow time to reevaluate the program and proposals. Library Board <br />to Reevaluate <br />• Upcoming meetings are scheduled for February 7 at Facilities <br />11 AM for the Ramsey County Policy and Planning Siting Study <br />Commission, and January 27 at 7 PM of the Ramsey <br />County Library Board, for an informational meeting. <br />Clerk/Administrator Pauley urged residents to address <br />their concerns to the Ramsey County Library Board, <br />
