Mounds View City Council February 13,, 1989 <br />Regular Meeting Page Five <br />-------------------------------------------------------------------------- <br />Mr. Grovel explained the idea of Silver View Plaza <br />Mayor Hankner closed the public hearing and reopened <br />the regular meeting at 7:39 PM. <br />is to provide services to the residents, and he had <br />not been aware of a problem with the Dominos drivers. <br />He stated he would write to the manager and advise <br />him to abide by the rules and posted speed limits. <br />Councilmember Quick questioned why there was any <br />hurry to take action if a tenant is not coming in. <br />• <br />City Planner Herman explained that Kraus Anderson has <br />applied for this, for future use. <br />Councilmember Blanchard stated the ordinance looks <br />good with the restrictions that are included, but <br />without proper policing, it could become a detriment <br />to the neighborhood. <br />Mayor Hankner stated she has a problem in supporting <br />an ordinance change. She added the Planning Commission <br />did a good job but she feels it is an inappropriate use <br />within a B-2 zone, and would present problems for the <br />neighborhood. <br />Councilmember Quick stated he did not feel it fit <br />into the B-2 scheme. <br />11. First Reading <br />of Ordinance <br />No. 454 <br />Councilmember Wuori stated the Planning Commission <br />spent quite a while discussing the issue, and they <br />realized it could be a problem for the neighborhood. <br />However,. if they had denied it at the Planning Commission <br />level, the applicant would have been granted an appeal. <br />By making a recommendation to the Council, they have <br />eliminated a longer process. <br />Motion/Second: Quick/Blanchard to deny Ordinance <br />No. 454, amending the Municipal Code of Mounds View <br />by amending Chapter 40 entitled "Zoning". <br />4 ayes 0 nays <br />Mayor Hankner requested that auto accessory store be <br />moved out of B-2 to B-3. <br />Clerk/Administrator Pauley clarified what hobby stores <br />could include. <br />• Mr. Grovel asked for an explanation of the difference <br />between what is sold in a hardware store and an auto <br />parts store in B-3. <br />Motion Carried <br />12. First Reading <br />of Ordinance <br />No. 452 <br />Mayor Hankner replied hardware stores are more diverse, <br />and their primary stock is not related to automobiles.' <br />
