Mounds View City Council October 9, 1989 <br />Regular Meeting Page Five <br />-------------------------------------------------------------------------- <br />Paul Mi el ke, 516 Brighton Lane, asked for a clarif ica- <br />tion of how much property will be rezoned to B-3. It <br />was answered that only the pad of the building will be <br />rezoned. <br />Doug Sinclair, of Tenant Services, Inc., a consultant <br />to Ed Paster, presented sketches of the layout of the <br />proposed development. He explained they had a traffic <br />planner study the shopping center and they feel there <br />will be minimal impact of new trips generated by <br />Hardees. They will be providing 503 parking stalls, <br />whereas 537 are required by Code, yet their study <br />shows the need or demand to be for 450 spaces total. <br />Jim Everson.. of Paster Enterprises, explained he had <br />been working with the landscaping and he presented <br />revised landscaping plans to the Council and reviewed <br />sketches of the proposed landscaping and the changes <br />made based on input from the Council and Planning <br />Commission. He stated he feels the proposed plan <br />will work for both the City and the developer. <br />Councilmember Paone questioned if there would be an <br />increased traffic hazard with the traffic leaving <br />the center and Hardees and going onto County Road I <br />and then onto Highway 10. <br />Mark Thompson, of Benshue & Associates, explained he <br />was the traffic engineer that had done the study, and <br />he explained how the traffic projections and calcula- <br />tions were made. He pointed out County Road I has a <br />good deal of excess capacity and they don't anticipate <br />any problems. with increased traffic from Hardees. <br />He also explained the traffic flow planned for the <br />drive through facility, and routing back out. <br />Mr. Everson reviewed the areas of the shopping center <br />that are presently sprinkled. <br />Councilmember Quick noted they would like the islands <br />sprinkled also, to maintain the plantings there. <br />Mayor Hankner closed the public hearing and reopened <br />the regular meeting at 8:06 PM. <br />Mayor Hankner reiterated that whenever a resident <br />receives a notice from the City that they don't <br />understands they should call her. and she will <br />get back to them herself or have Staff assist in <br />clarifying the matter. <br />• Clerk/Administrator Pauley read the items on the 10.
