WHEREAS, the site plans date-stamped 3/22/01 indicate that the proposed office <br />building will be set back 50 feet from the property line fronting Highway 10, will be 13,912 <br />square feet with a 3,000 square foot first level expansion and a 6,000 square foot second story <br />expansion; and, <br /> <br />WHEREAS, the number of parking stalls required for full build out (22,912 square feet) <br />is 92 stalls, of which 70 will be constructed immediately, the remaining 22 marked as proof of <br />parking to be constructed in conjunction with the second building expansion; and, <br /> <br />WHEREAS, the City Forester has reviewed and approved the Landscape Plan; and, <br /> <br />WHEREAS, the Fire Marshal has reviewed and approved the site plans in terms of <br />access, drive aisle width and other Fire Department requirements and considerations; and, <br /> <br />WHEREAS, the photometric analysis, date stamped 2/2/01, complies with the City Code <br />Section 1103.09 pertaining to lighting and glare. <br /> <br />NOW THEREFORE BE IT RESOLVED that the Mounds View City Council, finding <br />that all of the requirements of the Zoning Code and PUD Document have been met, approves the <br />development review request for the construction of a 13,912 square foot office building with a <br />possible first-story expansion of 3,000 square feet and a possible 6,000 square foot second story <br />expansion at 2720 Highway 10, subject to the following stipulations: <br /> <br />1. Barrier curbing (B 6-12) shall be installed around the perimeter of the parking lot, islands <br />and access drive. <br /> <br />2. All utilities to the building shall be installed underground. <br /> <br />3. One monument sign shall be allowed not to exceed eight (8) feet in height or one hundred <br />(100) square feet in area. The base of such sign shall be constructed of masonry or stone <br />materials to match the building. A pole or pylon type sign is prohibited. <br /> <br />4. All architectural features and building treatments shall be consistent along all elevations <br />of the building. <br /> <br />5. The site plan shall be revised to show a 30-foot wide access to Highway 10 and to show <br />detail for the proposed garbage dumpster enclosure. The enclosure shall be solidly <br />constructed and shall be finished with masonry materials to match the building. The gate <br />to the enclosure shall have a latching or locking mechanism and shall completely shield <br />from view the interior contents of the enclosure. <br /> <br />6. The Grading, Drainage and Utility Plan shall be revised to show a swale running between <br />the building and the southeast property line to ensure that stormwater runoff does not <br />flow onto the adjoining property. <br /> <br />7. The applicant shall submit to the City a cash payment of $14,125 in lieu of constructing <br />and installing required trailway and lighting corridor improvements. <br /> <br />8.
