Mounds View City Council Page Five <br />~'.egular Meeting April 13, 1992 <br />After discussing the problems that residents would have with connecting <br />to City water, staff recommends that Chapter 70 of the Municipal Code <br />be modified to allow these residents to maintain their private wells as <br />their source of drinking water and require these residents to have <br />their water tested for bacteria and nitrates each spring and fall. <br />Wells that fail the nitrate test should be either fitted with a <br />treatment unit or abandoned. These tests would be consistent with <br />the Minnesota Department of Health Codes for Private Wells. <br />• <br />C, <br />MOTIONjSECOND: Blanchard/Quick to waive the actual reading and approve <br />the first reading of Ordinance No. 503 Amending Chapter 70 of the <br />Municipal Code of Mounds View to Allow Use of Private Wells for <br />Residences not Adjacent to City Water Mains <br />Councilmember Wuori asked if the Ordinance should, in Subdivision 2, <br />specify April and October for testing. This would include submitting <br />certified documentation of passing the test. <br />Mayor Linke asked the maker and seconder of the motion if they were <br />in agreement with adding those months for testing of the wells. <br />The maker and seconder were in agreement that April and October should <br />be added to Ordinance 503, Subdivision 2. <br />VOTE: 5 ayes 0 nays Motion Carried <br />Ric Minetor, Public Works Director/City Engineer, reviewed Staff <br />Report No. 92-230C regarding revisions to Chapters 25, 48, 49, 49A and <br />59 to reference the City's Local Water Management Plan. Minetor <br />stated that these amendments make the Code consistent with the Local <br />Water Management Plan adopted previously by the Council. Minetor <br />further explained that the reason there were five ordinances is, per <br />the City's Charter, only one subject can be referenced per ordinance. <br />MOTION/SECOND: Quick/Blanchard to approve and waive the first <br />reading of Ordinance Nos. 504, 505, 506, 507 and 508. <br />VOTE- 4 ayes 1 nay <br />Motion Carried <br />Councilmember Rickaby stated that her vote against these amendments <br />was consistent with how she voted regarding the Surface Water <br />Management Plan and the revision of the Wetland Ordinance. These <br />documents removed preservation of the wetlands and added management. <br />The ordinance carries the philosophy of the existing Council. The <br />Council and staff do not have as much preservation of wetland ideaism <br />as she would like to see when it comes to wetlands. Councilmember <br />Rickaby stated that, when the golf course was discussed by the Council <br />previously it was stated that a nine hole golf course is being <br />considered but in the future if the Feds change the law to ease up on <br />wetland preservation, we could put in an eighteen hole golf course. <br />Rickaby stated that she doesn't like to leave all the alternatives up <br />to the Council when it comes to wetland preservation. <br />
