Mounds View City Council <br />~egular Meeting <br />Page Four <br />April 13, 1992 <br />MOTION/SECOND: Quick/Blanchard to approve Animal Pound Contract <br />Between the City of Mounds View and the New Brighton Veterinary Clinic <br />3. <br /> <br />4. <br />• <br />VOTE: 5 ayes 0 nays Motion Carried <br />Samantha Orduno, City Administrator, stated that as per Council <br />direction, staff prepared an ordinance which would put a one year <br />moratorium on the siting of any adult uses-principal within any <br />zoning district in the City of Mounds View. Orduno stated that this <br />ordinance determines the following: 1) declares that evidence reviewed <br />by the Council supports the following conclusions: a) sexually oriented <br />businesses are associated with high crime rates and depression of <br />property value and b) adverse impacts which Adult Uses-Principal have <br />on the surrounding areas diminish as the distance from the Adult Uses- <br />Principal increases, 2) that Mounds View shares many of the municipal <br />characteristics with the cities cited in the evidence, 3) appropriate <br />planning for the siting of Adult Uses-Principal within the City is <br />necessary to protect the City's planning process and the health, <br />safety and welfare of the citizens, the City is in the process of <br />updating and amending the City's Comprehensive Plan, including the <br />Zoning Code, which could affect the siting of Adult Uses-Principal <br />within the City, 5) it is the desire of the Council to study, and if <br />necessary implement, changes to its Comprehensive Plan to provide for <br />the orderly development of the City and to preserve the public peace, <br />health, welfare and safety of its citizens, 6) the City Council finds <br />it to be in the best interest of the City to adopt an interim <br />ordinance placing a one year moratorium on the locating of Adult Uses- <br />Principal within certain specified distances from churches, residential <br />zoning district boundaries, schools and youth facilities in order to <br />protect the integrity of the planning process and the on-going process <br />of the updating and amendment of the Comprehensive Plan. <br />MOTION/SECOND: Quick/Wuori to waive the actual reading and approve the <br />first reading of Ordinance No. 509 Placing a Moratorium on the Siting <br />of Adult Uses-Principal as Defined Herein Within Any Zoning District of <br />the City of Mounds View <br />VOTE: 5 ayes 0 nays Motion Carried <br />Ric Minetor, Director of Public Works/City Engineer reviewed Staff <br />Report No. 92-229C regarding revisions to Chapter 70 of the Munici- <br />pal Code Allowing Certain Properties to Maintain Private Wells. <br />Minetor stated that there are seven properties within the City that <br />currently do not have a municipal water main adjacent to their <br />properties. These residents would incur significantly higher costs to <br />connect to City water than residents with mains adjacent to their <br />property. In some cases, this could easily be triple the normal <br />connection cost. The major concern for these residents is the health <br />aspects of maintaining a primary drinking water supply with a private <br />well. <br />
