Consideration of Parking Restrictions on Irondale Road <br />Mike Ulrich, Public Works Supervisor, reported that a parking <br />problem has arisen on Irondale Road between County Road H and <br />Woodcrest Drive. The City of New Brighton has posted Irondale <br />Road "No Parking" on their side to eliminate a hazardous <br />situation caused by the students parking their vehicles on the <br />street. This, in turn, transferred those vehicles to Mounds <br />View's side. Cars are now parking on both sides of the street <br />and as a result two-way traffic is impossible, line of sight <br />for residents backing out of their driveways is impaired and <br />the clearance for snowplows and other emergency vehicles is <br />greatly diminished. <br />Ulrich reported that Staff is recommending that Irondale Road, <br />between County Road H and Woodcrest Drive, be posted "2 Hour <br />Parking", 8:30-4:30 p.m., School Days. <br />Discussion among the Councilmembers evolved around the impact <br />that this may have on the neighborhood. <br />MOTIONf SECOND: Quick/Wuori to Approve the Posting of Irondale <br />Road Between County Road H and Woodcrest Drive as "2 Hour <br />Parking, 8:30-4:30 p.m., School Days <br />VOTE: 4 ayes 0 nays Motion Carried <br />I. Consideration of Ordinance No. 533 Placing a Moratorium on <br />Establishment of Car Lots in the City of Mounds View <br />Samantha Orduno, City Administrator, reported on this item on <br />behalf of the City Planner who was on vacation. Orduno <br />reported that the Planning Commission recommended to the City <br />Council by resolution that a moratorium be placed on the <br />establishment of any new Car Lots in the City for a period of <br />18 months. This moratorium would allow the Planning Commission <br />and City Council time to further review the subject and <br />consider the forthcoming recommendations of the Focus 2000 <br />Issue Groups. <br />Orduno stated that the length of the moratorium stated in <br />Ordinance 533 is for 12 months per state law, however, at the <br />discretion of the City Council, the moratorium may be extended <br />for an additional period of 18 months.
