Mounds View City Council Page 12 <br />Regular Meeting June 26, 1995 <br />the two chapters dovetail together nicely by providing <br />specifics of what is already contained in Chapter 202. Also, <br />once the number is established, it will be set for all streets <br />across-the-board and not depend on who is serving on the <br />Council. <br />Mr. McCarty questioned procedure if the project does not <br />provide a 66% increase in value, which is why this aspect is <br />not included in Chapter 202. He advised they wanted Chapter <br />202 to provide flexibility since it is almost impossible to <br />predict what the actual increase in value will be. Also, it <br />allowed the Council to "tailor make" each assessment hearing <br />to fit the project. Mr. McCarty stated he disagrees with <br />comments made about the generalness of Chapter 202. He <br />believed it was very extensive and covered some bases not <br />covered in Chapter 560. <br />Mayor Linke reviewed the appeals procedure section and advised <br />it is addressed in Chapter 560. <br />Councilmember Hankner suggested rather than trying to debate <br />all the issues tonight, that Mr. McCarty be allowed to do the <br />requested analysis and make suggestions on areas of Chapter <br />560 that may not merge with Chapter 202. She advised she is <br />not prepared to act on this matter tonight and prefers more <br />time to review recommendations of the staff and attorney. <br />Mr. McCarty stated while he appreciates the good faith <br />Councilmember Hankner has in his ability, he believes this is <br />the Council's business. He asserted it is important for every <br />Councilmember and top staff members to understand what <br />existing Chapter 202 does. He stated it is clear to him that <br />they have not had the opportunity to make an in-depth study. <br />Councilmember Hankner explained that they have reviewed the <br />chapters but there may be a difference of opinion and she <br />would like Mr. McCarty to present real specifics for Council's <br />consideration. <br />Councilmember Trude advised Mr. Thompson has assured the <br />Council that Chapters 202 and 560 dovetail together. She <br />concurred Chapter 202 is very general and Chapter 560 is more <br />specific on how to do projects and indicates what those <br />procedures are as specified by City Charter. <br />Councilmember Trude informed she is not totally comfortable <br />with the 66 p and noted some communities have residents look at <br />this type of policy and provide their recommendations which <br />. may include partial or combination financing. <br />
