Mounds View City Council Page 16 <br />Regular Meeting June 26, 1995 <br />Mayor Linke reviewed the time schedule when the Assessment <br />Policy was first considered and estimated it has been under <br />consideration for about six months. <br />William Frits, 8072 Long Lake Road, requested the Council and <br />staff remember they are the hired hands of the community and <br />are to do the job in representing them. He added residents <br />expect the Council to come up with ideas. He suggested the <br />Council throw out a figure and the residents will tell them if <br />it is right or wrong, or they will do it in November. <br />Mr. McCarty commented on published notice that is required for <br />ordinances by the City Charter. He noted the Charter lays a <br />lot of responsibility on residents because that is what the <br />residents wanted. He stated his surprise that the Council did <br />not indicate that regardless of the project proposed or action <br />taken, Section 8.04 is in place and residents have the final <br />veto power over any project the City does. <br />Ms. Westphal stated the Councilmembers came around knocking on <br />doors during the election but she has not seen them since. <br />She suggested the Council inform residents of what is going on <br />and then maybe the correct information would get out. She <br />stated she wou:Ld also like better information. <br />Councilmember Trude reported Doris Wilson, 7877 Sunnyside, is <br />unable to attend tonight and has requested the Council <br />consider having everyone pay for roads since everyone uses <br />them so she (Ms. Wilson) supports having the general levy pay <br />for reconstruction road projects. <br />MOTION~SECOND: Hankner/Trude to table further consideration <br />of Ordinance 560 Adopting the Assessment Policy until July 17, <br />1995, and to direct staff to place this item on the July 10, <br />1995, Work Session agenda for further deliberation <br />VOTE: 5 ayes 0 nays Motion Carried <br />C. Consideration of Development Review Request of Pinewood <br />Elementary School Plannina Case No. 418-95, Resolution No. <br />4788 <br />Paul Harrington, Community Development Coordinator, reported <br />Pinewood Elementary School has made application for a <br />Development Review of their proposed building expansion at <br />5500 Quincy Street. If approved, the proposal would allow the <br />construction of approximately 5,600 square feet of classroom <br />and meeting room space on the south side of the existing <br />• structure. <br />
