Page 8 <br />• January 22, 1996 <br />Mounds View City Council <br />Mr. Zauner stated the federal money incorporated into the project merely reduces the cost of the fmancing and <br />also the cost of the toll. As far as the trucker's license plates, the front of the vehicle will also be scanned. <br />The amount charged would commensurate with the use and damage impacted on the roads by trucks in relation <br />to automobiles. Generally the rate for trucks is 3-4 times what the cost of a car is. <br />Dave Wagner, 3252 Mississippi Street, New Brighton, stated he understood from a recent radio talk show that <br />there is some concern as to whether or not MNDOT is managing its funds appropriately or whether there are <br />other things we should be looking at in terms of transportation funding. He feels we should separate the issues <br />of toll roads from the issue of private financing. <br />Kevin McCarty, 219 91st Lane N.E., Blaine, asked what the official standing of MNDOT is on this issue. <br />Mayor Linke stated it is his understanding that this is just out for proposals and they are looking for some input <br />from the communities themselves. <br />Bruce Brasaemle, 5127 Long Lake Road, asked if this meeting is the only opportunity that will be given for <br />input from the public. <br />• Mayor Linke stated he was initially told that a decision needed to be made by February, however it appears this <br />date has been extended. A decision will not be made tonight and he encouraged input from the public, asking <br />that they call or write to city hall give their opinions as well as keep themselves posted as to the council <br />agendas. <br />Bill Fritz, 8072 Long Lake Road, asked what this proposal will do for him as a resident of Mounds View. In <br />comparison, what will it do TO HIM? <br />Rhonda Smieja, 5298 Steffen Street, asked if the project was bid competitively. <br />Mr. Zauner stated the MN Department of Transportation solicited proposals. The project goes through a <br />competitive process. <br />There were no further questions in regard to this project and Mayor Linke recessed the meeting at 8:30 p.m. <br />The meeting was reconvened at 8:40 p.m. by Mayor Linke. He explained that Mr. Dave Rholl of the Ramsey <br />County Public Works Department was present to discuss the proposed reconstruction plans for OId Hwy. 8. <br />Mr. Rholl explained that this project is basically a partnership between Ramsey County and the City of Mounds <br />View. He provided a diagram to indicate the proposed realignment of the roadway which would include turn <br />lanes, new curb & gutters, etc. The proposal also includes a trailway and a parking area for canners. <br />Mr. Rholl stated Ramsey County anticipates that it will take four to five months to obtain the necessary permits <br />for the reconstruction of the roadway. They plan to start that process within the next six to eight weeks. It <br />appears that the bulk of the construction will be done in 1997. <br />. Mr. Greg Lane of Midwest Industrial Supply stated the area has been a congestion problem for a number of <br />years. He noted some concern about the four Lanes being reduced to two lanes just in front of his building. <br />
