However, <br /> the Council receives written weekly updates from each department <br /> throughout the year as well as are advised of events/activities/ <br /> issues/problems at each work session and/or Council meeting. If <br /> the quarterly report was mandated in order to increase public <br /> awareness of department actions, it is not the best avenue by <br /> which to communicate such information. More information is <br /> reported to more people in the City newsletter than a quarterly <br /> report presentation before the City Council <br /> r <br /> Section 6. 03 Subd. 1 <br /> The duties/responsibilities outlined in this subdivision are <br /> delegated to the Deputy Clerk who also serves as the <br /> Administrative Secretary. I supervise each activity and am <br /> ultimately responsible for the consequences of the actions but do <br /> not physically perform the duties. <br /> Subds. 2 & 3 <br /> The responsibility for taking the minutes, preparing the minutes <br /> and maintaining the official record of the minutes and ordinances <br /> is delegated to the Deputy Clerk. She does the actual work, I <br /> supervise and review the performance of the work. <br /> Subd. 4 <br /> This is delegated to the Finance Director who delegates the <br /> responsibility to the City's accountant. This responsibility, <br /> while designated to the CA, is also designated as the <br /> responsibility of the City Treasurer in Section 6. 04 - see <br /> comments on that Section as well as the information from the <br /> League of Minnesota Cities Handbook that I have attached. <br /> Subd. 5 <br /> The first sentence of this subdivision does not belong in a <br /> section describing duties. <br /> The second sentence is redundant. These duties are already <br /> clarified by the inclusion of the first sentence of Subdivision <br /> 1: "The duties of the Clerk-Administrator. . .shall include the <br /> duties of the Clerk in a statutory city. " As a point of <br /> clarification, I sign all official papers, supervise the <br /> publication of notices and ordinances and am ultimately <br /> responsible for completion/implementation. <br />
