Receipt of monies <br /> is delegated to the appropriate staff member and coded <br /> immediately and directly to the appropriate fund through a <br /> computerized accounting system. <br /> The final part of this section needs clarification. There is <br /> currently a deputy clerk who performs many of the clerical duties <br /> of a "clerk" . She does not now nor will she in the future serve <br /> as Deputy Clerk-Administrator in my absence. There is an <br /> Assistant to the Clerk-Administrator who takes over in my <br /> absence. However, he is not the Deputy Clerk. It is a semantics <br /> problem, but one that does have ramifications if the Charter were <br /> to be followed as written. At the very least a simple word change <br /> from Deputy to Acting Clerk-Administrator would suffice. <br /> Subds. 6 & 7 <br /> The duties/responsibilities outlined so specifically here are <br /> "givens" in today's professional municipal organization. <br /> Subds. 8 & 9 <br /> I am responsible for the preparation and presentation of the <br /> budget, capital improvement plan and financial statement. It is a <br /> collaborative effort of all department heads and myself and is <br /> prepared only after the Council and staff have determine <br /> policy/program/service and activity priorities, examined <br /> legislative implications and external/internal financial <br /> restrictions/restraints. <br /> Subds. 10, 11 & 12 <br /> I perform the duties/responsibilities described in these <br /> subdivisions. However, each responsibility outlined is considered <br /> a "professional given" in accordance with professional ethics and <br /> organizational management philosophy and practice. In cases where <br /> it is not practiced, you will not see that person around for <br /> long, in the position or in the profession. <br /> Subd. 13 <br /> This is covered in previous sections as duties designated for a <br /> clerk in a statutory city. For point of clarification, I am <br /> responsible for the elections; however, much of the day-to-day <br /> activities are delegated to the Deputy clerk. <br />
