Page 11 <br />August 12, 1996 <br />Mounds View City Council <br />MOTION/SECOND: Hankner/Trude to approve Resolution No. 4991, Approving the Hire of Steven <br />Menard for the Position of Police Officer, starting on or about August 26, 1996, with the starting salary and <br />benefits per union contract, <br />VOTE: 5 ayes 0 nays Motion Carried <br />Ms. Trude asked that the Council members be provided with a copy of the candidates resume as has been <br />the policy in the past. <br />J. Resolution Adding State Bank and Trust Company of New Ulm as a Secondary Depository of City <br />Funds. <br />Mr. Kesel explained that on December 15, 1995, the Council passed a Resolution (no. 4874) which named <br />the secondary depositories of City funds for 1996. Based upon past work that he did with the State Bank <br />& Trust Company of New Ulm, they have several options that may be advantageous to the city of Mounds <br />View and he would like to have them added onto the list. Prior to investing any funds, Mr. Kessel stated <br />he would make sure that it is the best use for city funds. <br />Ms. Hankner stated she has always believed in doing business locally and wondered if we should practice <br />this when investing city funds as well. <br />Mr. Kessel stated the city's main depository is Western Bank in Mounds View. Most of the secondary <br />depositories would be Prudential, Smith-Barney, Dain Bosworth, etc. He stated he did talk with Western <br />Bank however, they stated they could not match the type of arrangement that State Bank & Trust Co in <br />New Ulm has. Secondary depositories historically have not been within the city, so the city is not <br />changing that, it would merely be included as an official depository for 1996. <br />MOTION/SECOND: Trude/Hankner to approve Resolution No. 4996, Resolution Naming State Bank and <br />Trust Company of New Ulm as an Official Depository for 1996. <br />VOTE: 5 ayes 0 nays Motion Carried <br />K. Discussion regarding the Status of Tree Damage from the August 6th Storm. <br />Mr. Whiting explained that a section of the city received extensive tree damage in the wind storm on <br />August 6, 1996. City Forester, Rick Wriskey, gave him an evaluation of the damage, noting that most of <br />the damage was bordered by Pleasant View Drive on the west, County Road J on the North, Eastwood <br />Road on the East and roughly Highway 10/Ardan Avenue on the South. Mr. Whiting explained that <br />there really is no clear policy on how to respond to situations such as this, but he was able to obtain a copy <br />of New Brighton's policy, which lays out some options that may allow staff to respond more quickly in the <br />future if the council is interested in having staff assist in removing trees from private property. Three <br />options he felt the council may want to consider are: l) total assistance ranging from clearing yards to <br />disposing; 2) removing debris the property owner brings to the boulevard; or 3) arranging for debris to be <br />removed at the property owner's expense. He stated it appears that most of the residents have gotten their <br />debris to the boulevard. What needs to be determined is to what extent the city wants to participate in <br />• assisting in cleaning up this debris. He noted other cities have been assisting by collecting debris brought <br />to the boulevard, however he is not aware that they are going into yards to clear private property. <br />
