Page 12 <br />August 12, 1996 <br />Mounds View City Council <br />MOTION/SECOND: Trude/Blanchard to authorize the removal of the debris generated by the recent <br />storm from the boulevard of affected properties, as identified by the City Forester, at the city's cost and to <br />fund it out of the Contingency Funds. <br />JoAnne Valley, 280$ Wooddale Drive, stated she has had storm damage many times in Mounds View and <br />has never been reimbursed or received assistance in cleaning up. She would never expect another tax <br />payer in the city to pay for her clean up. She feels the city cannot continue to spend money. There are <br />too many elderly people in the community who will end up paying for it through increased taxes. <br />Ms. Hankner stated she does not recall the city participating in clean up other than in last Winter's ice <br />storm. In that case, it was felt there was the concern of potential diseases to be spread. She is not sure she <br />can decide what should be done in the absence of a policy. She wondered if the City Forester has raised <br />any concern as to health or safety issues if the trees are not removed. <br />Mr. Whiting stated he has not heard anything from the City Foxester. He has heard from residents that it <br />needs to be cleaned up. He noted that Ms. Valley is the first person who has stated she does not want help. <br />Ms. Trude stated a problem has come about due to changes as to what homeowners are allowed to do with <br />brush. There is no longer a convenient place to bring brush. Not everyone is able to do something about <br />• it. If the city doesn't spend money removing the brush, it will likely spend money enforcing the Nuisance <br />Code because many property owners will not get rid of it. She stated she feels staff should be directed to <br />draft a policy. <br />Ms. Hankner stated she would prefer to see a policy drafted, and then implement that policy rather than <br />make a decision to go ahead without a policy. <br />Susan Thymian, 8325 Spring Lake Road, stated she lost many trees and she had found it to be very <br />overwhelming. <br />Mr. Quick stated the city has been clobbered three times in less than 12 months. The city must develop a <br />policy to address situations such as this. Trash is accumulating in backyards because residents don't want <br />to spend the money to dispose of it. He suggested that the city obtain input from residents as a part of the <br />survey regarding the Bel Rae facility. <br />Duane McCarty asked if the Emergency Response Plan for the city would have a section applying to this <br />issue. <br />Mayor Linke stated he believes the ERP deals with major catastrophe items. <br />Bill Fritz, 8072 Long Lake Road, stated the purpose of the government is to provide for its people. Some <br />of them cannot provide for themselves individually. <br />VOTE on Motion made by Trude/Blanchard: <br />5 ayes 0 nayes Motion Carried <br />
