. Page 6 <br />March 9, 1998 <br />Mounds View Crty Council <br />APPROVr~ <br />Cameron Obert, 8315 Greenwood Drive stated he thinks the. City needs to make a decision for all residents <br />of Mounds View, not just to specific streets. The Turnback Funds belong to all of the citizens of Mounds <br />View and its residents. He does not feel it is fair to apply of the trnback funds to this project. The rest of <br />the residents should have the opportunity to be heard from before the Council makes a decision like this. <br />Mayor McCarty explained the Turnback funds were specifically earmarked for the Turnback program. <br />Streets that are not "county streets" will likely qualify for MSA funds. <br />MOTION/SECOND: Stigney/Gunn to table this issue until a Council Work Session can be arranged to <br />compile the results of the surveys, and discuss comments to determine what type of assessment policy can <br />be implemented. <br />VOTE: 2 ayes 3 nays (Quick/McCarty/Koopmeiners) Motion Fails <br />The meeting was recessed at 8:55 p.m. <br />The meeting reconvened at 9:00 p.m. <br />MOTION/SECOND: Quick/McCarty to approve a 32 foot wide road with parking on one side from <br />• County Road J to H2 except the area that skirts Spring Lake between County Road I and Hillview which <br />will be 26 feet wide with a walking path, and a 26 foot wide road with a separate walkway on County Road <br />I, with Curb and Gutter. <br />MOTION/SECOND: McCarty/Koopmeiners TO AMEND the previous Motion, changing the width of the <br />roadway from 32 feet wide to 28 feet wide on Spring Lake Road between County Road J and H2 (two 12 <br />foot wide travel lanes with a 4 foot wide bike/walking path and no parking). <br />Council member Quick stated he felt the wider roadway would be safer. Council member Koopmeieners <br />noted that wider roads also increase the speed of traffic. <br />Mayor McCarty noted that the purpose of this action is only to set the wheels in motion for the project. <br />Council member Stigney stated he feels the Council is not addressing the citizens concerns and he cannot <br />support this motion. <br />VOTE on Amendment: <br />3 ayes 2 nays (Quick/Stigney) Motion Carried <br />VOTE on MOTION: <br />3 ayes 2 nays (Quick/Stigney) Motion Carried <br />Mayor McCarty stated the Council would instruct staff to re-design and bring it back to the Public Hearing. <br />Residents will then have 60 days from that date to petition this project up or down. <br />• <br />
