Traffic Issues and Options <br />lntroducUon: <br />Traffic issues in Mounds View center primarily around two issues, volume and speed. <br />This report will be specific to issues on H2 and Groveland — primarily from County J/85th <br />to Mounds View Blvd. The focus a function of residential complaints/concerns <br />transmitted to the Council and/or administrator in the Spring/Summer of 2018. The <br />issue on H2 is specific to speed and the issue on Groveland is both speed and volume. <br />Of note, Groveland traffic increased from June 19th thru the end of the month as it <br />became a primary detour for travelers using Long Lake Road which underwent a full <br />mill and overlay by Ramsey County. Staff and council received email complains from <br />citizens regarding speed on HD and staff and council received email, social media and <br />council open forum feedback on speed and volume on Groveland. <br />Data Collection <br />The volume issue on Groveland will decrease upon completion of the Long Lake Road <br />project; however, some residents have expressed concerns that upon completion of the <br />MWF project located at the northeast corner of Groveland and Mounds View Blvd. will <br />cause an increase in traffic going north bound. A traffic study conducted by the develop <br />indicates a daily trip volume of 26 AM and 78PM with a note that any northbound traffic <br />is likely to stay on Spring Lake Road as it connects directly with 85th and does not <br />require a left turn and subsequent right turn onto Groveland to travel north. <br />Since June 19th, we have placed the radar trailer and stalker device on both roads. <br />Volume counts for Groveland increased from 19.4 trips per hour based on a 2012 traffic <br />count study and 18.7 per hour in from a 2016 study to 58.2 per hour June 11 to 13, <br />2018, nearly triple the volume. <br />Speed data for Groveland (30 mph limit) shows a consistent patter over the same three <br />data collections; <br />1 person or .03% going over 51 mph <br />3 persons or .09% going 46-50 mph <br />13 persons or .4% going 41-45 mph <br />136 persons or 4.6% going 36-40 mph <br />993 persons or 34.1% going 31-35 mph <br />1763 persons or 60.6% going under 30 mph <br />In summary, 17 people or 1.6% were traveling more than 10 miles over the speed limit <br />and if enforcement was conducted, would receive a ticket in all if not most cases. For <br />the 136 going 6 to 10 miles over, a ticket may be issued but more likely a warning. For <br />those going 1 to 5 mph over it would not be the normal practice to stop the driver and <br />issue a warning or a ticket absent some other violation or cause. <br />
