The two new positions of Economic Development Coordinator and Assistant to the City <br />Administrator are now reflected on the Chart. <br />3. Title changes: <br />A. Department Secretary -changed to Administrative Assistant <br />B. The Billing and Utility Clerk - changed to Personnel or HR Tech <br />C. Administrative Secretary -changed to Office Communications <br />Coordinator <br />Schmidt stated that none of the position changes carried promotions or any changes in the actual <br />job duties. These changes are just title changes to reflect more accurately what the individual job <br />entails. <br />MOTION/SECOND: Gunn/Koopmeiners to approve Resolution 525?, a resolution approving <br />the City's New Organization Chart. <br />McCarty opened the floor for discussion of the motion. <br />Stigney stated the organizational chart was not in a functional order. The Billing Clerk, which <br />had been under the Financial Department for years, is now located under the City Administrator <br />and the title is being changed to Human Resource Technician but the duties will remain the <br />same. Stigney suggested leaving the title as is and leaving the position as a responsibility of the <br />Finance Department. A job description of the Human Resource Duties of the Assistant <br />Administrator was read into the record. Stigney stated he also had concerns about retitling the <br />secretaries to positions such as Communication Coordinator because the new job titles would <br />eventually bring higher salaries to a budget that has not taken these potential higher salaries into <br />account. <br />Stigney told the Council he was in favor of tabling the motion in order to wait for the Stanton <br />Survey and Hay Study. <br />McCarty stated the job titles were only changed to reflect the duties that the particular positions <br />were performing. There is no extraordinary salary consideration that goes with the title change, <br />he added. The actual duties performed is what will impact the position's pay range according to <br />the Stanton Survey and the Hay Study. <br />Schmidt stated that none of the affected jobs have had an increase in the work that they are <br />performing. <br />
