Also placed <br />before the Council was Resolution 5291, Recognizing the abolition of the two positions from the <br />Park and Recreation Department. <br />MOTION/SECOND: Quick/Koopmeiners to approve Resolution 5291, Recognizing the <br />abolition of the two positions from the City of Mounds View Parks and Recreation Department <br />due to the outsourcing of the City's Parks and Recreation Department for budgetary reasons. <br />VOTE: Ayes - 5 Nays - 0 The motion carried. <br />MOTION/SECOND: Quick/Koopmeiners to approve Resolution 5289, Approving Severance <br />Packages for Mary Saarion and Marv Johnson. <br />VOTE: <br />M. <br />Ayes - 5 Nays - 0 The motion carried. <br />Consideration of Resolution No. 5282, Approving the Labor Agreement Contract with <br />Public Works and Parks Maintenance Bargaining Unit. <br />Cari Schmidt reviewed the staff report dated December 10, 1998. Staff was recommending <br />adoption of Resolution 5282 approving the 1998 Labor Agreement contract with Public Works <br />and Parks Maintenance Bargaining Unit. <br />MOTION/SECOND: Quick/Koopmeiners to approve Resolution No. 5282, Approving the <br />Labor Agreement Contract with Public Works and Parks Maintenance Bargaining Unit. <br />MOTION/SECOND: Stigney/Mayor McCarty to amend the agreement back to a one-year <br />contract. <br />Discussion: Mayor McCarty said the shorter the contract the more advantage to the negotiators <br />for the bargaining unit. This contract is an advantage to both parties in that they get a longer <br />contract and the City gets more time to deal with contract renewal. Stigney said it was his <br />opinion that the City would benefit from being able to look at the contract at the end of a one- <br />year period. <br />VOTE (On the amendment): Ayes - 1 (Stigney) <br />VOTE (On the main motion): Ayes - 4 <br />Nays - 4 The motion failed. <br />Nays - 1(Stigney) The motion carried. <br />
