He stated this process could be assessed to the <br />residents at a certain percentage. <br />Director of Public Works Ulrich stated staff had also received an estimate for lining existing sanitary <br />sewer mains within a project area. He stated this process would not correct any deficiencies or <br />defects in the residential service. He stated the cost would be $36.00 per lineal foot, for the total <br />width of the main. <br />Director of Public Works Ulrich stated that staff and Mayor Coughlin had discussed the <br />implementation of a wastewater infra-structure flat charge, as a means to reduce the assessment. He <br />stated the water and sewer trunk improvements would be assessed at 100 percent for the entire area, <br />and if the entire main required repair, all of the residents would be assessed. He stated currently, the <br />City is not responsible for water or sewer line repairs, with the exception of the impervious surface. <br />He explained if a resident's property was located on the same side of the street as the water main, <br />the cost for repair to that main would be less than the cost to a resident whose property was located <br />on the opposite side of the street. He stated that the water mains within the City are, for the most <br />part, in good condition, however, the system is getting older, and staff would like to find a way to <br />make the repair process easier for the residents. He explained that the implementation of a water <br />service charge to the entire community, at 3 to 5 dollars per quarter, would allow the City to assume <br />• the entire responsibility for the water lines, from the main to the house. <br />Director of Public Works Ulrich stated, if the Council so desires, staff will dra$ a final copy of the <br />ordinance for formal approval, and the City Attorney will be consulted for the appropriate format <br />and language. He stated that staff requests the Council discuss the proposed amendments, and <br />provide input and direction as to the final percentages to be assessed on public improvements. <br />Mayor Coughlin closed the Public Hearing at 9:21 p.m. <br />Mayor Coughlin stated he resided on one of the roads in question, and was in favor of this proposal. <br />He suggested a Work Session discussion to address the percentages to be assessed for public <br />improvements. He stated he would like this to be done correctly, and was in favor of approving the <br />First Reading, conditioned upon further discussion. <br />Council Member Marty expressed his thanks to Director of Public Works Ulrich for his report, and <br />remarked that he appreciated the bold type. He stated he would also like to bring this matter forward <br />for discussion at a Work Session, adding he thought these were good ideas, and merited further <br />investigation.
