Item No: 8F <br />Meeting Date: February 11, 2019 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9081, Approving a Construction Contract with Bergerson <br />Caswell Inc. for 2019 Municipal Well No. 2 Rehabilitation Project <br />Background: <br />The City established a maintenance program whereby well, pump, and motors for municipal wells <br />would be evaluated and rehabilitated on a seven-year cycle. A longer period of eleven years was <br />attempted; however, it was discovered that this period was too long to identify minor problems and <br />correct them before they became major replacements. Well No. 2 was last rehabilitated in 2010 <br />and is now due for rehabilitation. <br />Discussion: <br />Staff solicited quotes from qualified well contractors. The quote proposal included a separate base <br />schedule for the well and further divided the schedule into basic work items (items that will be <br />done) and alternate schedule was also used to solicit prices for advanced work items (work that <br />might be required in lieu of extended work). The base schedule was used to determine the lowest <br />successful quote. <br /> <br />Quotes were solicited from five well contractors and all five contractors returned quote proposals. <br />Base schedule quotes ranged from $47,060 to $85,880. The low quote was submitted by <br />Bergerson Caswell Inc. of Maple Plain, Minnesota. Bergerson has performed well work for the <br />City in the past and is familiar with our well configurations and expectations. A summary of quotes <br />is included in the resolution. <br /> <br />If awarded, Bergerson Caswell Inc. will begin scheduling the rehabilitation work as soon as <br />possible. The contract documents require that Well No.2 work be complete and water production <br />back on-line by June, 2019. Well No. 2 provides approximately XX% of the total annual water <br />supply. <br />Recommendation: <br />Staff recommends that the City Council adopt the attached resolution approving a construction <br />contract for $47,060.00 with Bergerson Caswell Inc. for rehabilitating Municipal Well No. 2. Staff <br />further recommends a 10% contingency of $4,706 to be authorized for additional work resulting <br />from existing conditions and other unknowns discovered during construction, for a construction <br />budget not to exceed $51,766. All contingency monies would require pre-approval by the Public <br />Works Director. <br /> <br />Monies for rehabilitating Well No. 2 has been included in the adopted 2019 budget for $50,000 in <br />the water enterprise fund (700-4823-7050). <br /> <br />Respectfully submitted, <br /> <br />Don Peterson <br />Public Works Director <br />Attachments: <br /> Resolution 9081 <br />
