Public Hearing: Resolution 9100, Considering the Residential Dog Kennel <br />Request for Christi Rodriguez, 7877 Sunnyside Road. <br /> <br />City Administrator Zikmund requested the Council consider a residential dog kennel request for <br />Christi Rodriguez. He reported Ms. Rodriguez meets all City requirements and notification was <br />given to her neighbors. Staff provided further comment on the request and recommended <br />approval of the residential dog kennel. <br /> <br />Mayor Mueller opened the public hearing at 7:13 p.m. <br /> <br />Anthony Nicholls, 2656 Hillview Road, commented it was his understanding the City required a <br />permit for three dogs and three or more would require a permit to operate a kennel. He <br />questioned how the City defined a kennel and if a kennel license would allow four dogs. City <br />Administrator Zikmund reviewed City Code and noted Ms. Rodriguez could have three or four <br />dogs with her approved kennel license. He explained the three dogs triggered the need for a <br />kennel license. He reported a business license would be required to breed or board dogs. <br /> <br />Mr. Nicholls stated he did not disagree with people rescuing pets but wanted to be assured Ms. <br />Rodriguez was following the City’s rules. He asked if all of the dogs were up to date on their <br />vaccinations. City Administrator Zikmund reported this was the case. <br /> <br />Hearing no further public input, Mayor Mueller closed the public hearing at 7:21 p.m. <br /> <br />MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 9100, <br />Considering the Residential Dog Kennel Request for Christi Rodriguez, 7877 Sunnyside Road. <br /> <br />Council Member Meehlhause discussed the process that used to be followed for kennel licenses. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Resolution 9103, SBM Parking Lot Rehabilitation in Conjunction with 2019 <br />Street Project and Approve the Joint Powers Agreement (JPA). <br /> <br />Public Works Director Peterson requested the Council consider the SBM parking lot <br />rehabilitation in conjunction with the 2019 Street Project and approve the JPA. He explained <br />originally the Fire Department believed the bids were too high for this project but after <br />discussions with staff have decided to proceed. He requested the Council approve Alternate 1 on <br />the bidding document which includes the SBM parking lot with a 10% contingency. <br /> <br />Council Member Meehlhause stated he discovered several inaccuracies in the JPA that he <br />pointed out to staff. He questioned if these items had been addressed by staff. City Administrator <br />Zikmund commented the inaccuracies had been corrected.
