Resolution 9161, Approving the Preliminary EDA Property Tax Levy <br />Request and Budget for Fiscal Year 2020. <br />Finance Director Beer requested the Council approve a preliminary EDA Property Tax Levy and <br />general fund budget for 2020. He explained the EDA has requested a levy of $100,000 to assist <br />with economic development in the City of Mounds View. He reported this was the same amount <br />levied in the previous year. <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 9161, <br />Approving the Preliminary EDA Property Tax Levy Request and Budget for Fiscal Year 2020. <br />Ayes — 5 Nays — 0 Motion carried. <br />E. Resolution 9164, Authorizing a Refunding of Conduit Debt on Behalf of <br />Apple Tree Dental. <br />Finance Director Beer requested the Council authorize a refunding of conduit debt on behalf of <br />Apple Tree Dental. It was noted the expense of the refunding would be covered by Apple Tree <br />Dental and the City would not be liable for the debt. <br />MOTION/SECOND: Meehlhause/Bergeron. Second Reading Ordinance 961, Amending Chapter 500 Section 512 Tobacco <br />Products and Ordering Summary Publication. T-21. ROLL CALL VOTE. <br />Assistant City Administrator Beeman requested the Council adopt an Ordinance amending <br />Chapter 500 Section 512 regarding the legal sale age for tobacco products and ordering a <br />summary publication. He reported on Monday, August 26th the Council introduced this <br />Ordinance. He explained the City Attorney had reviewed the Ordinance and recommended <br />approval. <br />Mayor Mueller opened the meeting for public comment. <br />Casey Cable, 2221 County Road H2, thanked the Council for addressing this matter and for <br />changing the purchase age for tobacco in Mounds View to 21. She reported this was a step in the <br />right direction for youth in Mounds View. <br />Mayor Mueller commented the Council may need to revisit Subdivision 12 which addresses how <br />close tobacco establishments can be to each other. <br />
