MOuivntSVVI EW Item #: 6C Meeting Date: November 15, 2019 Type of Business: EDC City of Mounds View staff Report To: Economic Development Commission From: Brian Beeman, Assistant City Administrator Item Title/Subject: Resolution 19-EDC-44 Amending the Bylaws to be Consistent with Chapter 408 of the City's Municipal Code Background As part of the City's strategic plan to become more efficient, the City's office hours were changed to M-TH from 7:00 a.m. to 5:00 p.m. Therefore, City offices are not open on Fridays. Further, many of the Twin Cities North Chamber of Commerce meetings are scheduled for Friday mornings conflicting with the EDC Friday morning meetings. In order to prevent having to bring in staff to set up video equipment etc. on their days off and potentially be forced to pay overtime, Staff is recommending that the EDC amend their Bylaws which specifies that all EDC meeting shall be conducted on the third Friday each month. Instead of making it mandatory for the EDC to meet only on the third Friday each month, staff is recommending that the EDC follow Chapter 408.07 of the City Code which allows the EDC to determine its meeting dates by resolution. This will also allow the EDC to change dates in the future if necessary without having to amend the Bylaws each time. Chapter 408, Section 408.07, subdivision 2 Subd. 2. Regular Meetings: The Commission shall hold at least one (1) regular meeting each month at a time which the Commission shall fix by resolution. Staff Recommendation The EDC to consider Resolution 19-EDC-44, consistent with Chapter 408 of the City Code.
