<br />Item No: 08H <br />Meeting Date: January 13, 2020 <br />Type of Business: Council Business <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9224, Approving an Increase in Hours for Barb <br />Benesch <br /> <br /> <br /> <br /> <br />Background: <br />Ms. Benesch is the longest tenured employee working for the City of Mounds View, <br />retiring in 2016 but returning to work part time in 2017. In 2018 she was re-employed <br />permanently part-time and serves as the Executive Assistant to the City Administrator. <br /> <br />Discussion: <br />Due to health issues related to other staff, work load, and the desired permanence of the <br />position staff is recommending we update the conditions/resolution under which we have <br />been working that limited her hours to no more than 40 hours in two weeks. <br /> <br />Recommendation: <br />Staff recommends that her bi-weekly hour limit be raised to 58 with no more than 29 per <br />week with the expectation it will average 48 the vast majority of the time while additional <br />hours are needed during the absence of other key staff. <br /> <br />In addition, Ms. Benesch did not receive her 2018 cost of living adjustment (COLA). It is <br />Staff’s recommendation that the 2.75% COLA increase for 2018 be given in addition to <br />the 3% 2020 COLA to Ms. Benesch’ s wage which brings it to what it should be for <br />2020 at $31.21. <br /> <br />A budget adjustment will be needed in the amount of $18,000 to the appropriate payroll <br />accounts to provide for the additional hours and wage adjustment. <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />________________________________ <br />Nyle Zikmund <br />City Administrator <br />
