MEMO TO: DON PAULEY, CLERK -ADMINISTRATOR <br />FROM: MARY SAARION, DIRECTOR <br />PARKS, RECREATION AND FORESTRY <br />DATE: DECEMBER 15, 1988 <br />SUBJECT: LEGISLATIVE ISSUES <br />You recently requested any legislative issues that we feel may <br />benefit the city. I have attached a draft legislative platform <br />developed by the Minnesota Recreation and Park Association. The <br />three issues that directly affect the Mounds View Parks, Recreation <br />and Forestry Department are: <br />Unemployment Compensation Because of the nature of our seasonal <br />jobs, we are often times hit for unemployment compensation from rink <br />attendants, Mounds View Community Theater employees, summer <br />maintenance workers, and other such employees. Even though these <br />employees know that the job is temporary when hired, they are <br />still able to file for unemployment compensation. <br />Public Employment Labor Relations Act <br />Temporary or Seasonal Employees <br />Self-explanatory, see attached platform. <br />State Bikeways Program <br />Self-explanatory, see attached platform. <br />The other issues on this platform tend to be national or statewide <br />issues that affect the funding sources of Parks and Recreation <br />programs/projects and land acquisition. <br />MS/SL <br />Attachment <br />
