-9 - <br />The Commission proposed that the $20,000 <br />for the Land Use Study and Parks Survey be <br />delayed. The Commission does not feel that <br />there is sufficient money currently available <br />for development of this newly acquired land. <br />The Commission further proposed that when <br />the study is done, that it be funded through <br />the General Fund, rather than the Park <br />Dedication Fund, as other studies have been in <br />the past. <br />The Commission requested staff to write a <br />resolution including these points: <br />- The land is not yet all available. <br />- Much of the area is wetland. <br />- The land may be used for other city <br />functions. <br />- The opinion that the cost of the survey <br />should not come from the Park <br />Improvement Fund. <br />- As a priority, the Commission believes <br />the study is a low priority. <br />The opinion that even if a study were <br />done, where is the money for <br />development? <br />1992 and 1993 <br />No changes proposed. <br />The Commission directed staff to write a <br />resolution to be submitted to the City Council <br />proposing the above changes to the 1989 <br />Long Term Financial Plan, for approval. <br />CULVERT INSTALLATION AT SILVER Director Saarion reviewed the past Council <br />VIEW PARK action regarding the Public Works request for <br />a $13,000 culvert at Silver View Park to be <br />funded out of the Parks Improvement Plan. <br />The Commission was opposed to the entire <br />funds coming from the Parks Improvement <br />Fund. The Commissioners stated that because <br />the culvert will aid the Public Works <br />Department and also be an asset to storm <br />water management, that these funds should <br />share in the expense. <br />
