MEMO TO: DON BRAGER <br />FROM: MARY SAARION <br />DATE: 09-04-90 <br />SUBJECT: CAPITAL OUTLAY ITEMS <br />Listed below are capital outlay items requested for the Parks, <br />Recreation and Forestry Department and the reasons or need <br />regarding the requests. <br />1. Replacement for the Puppet Wagon ($10,000)- this past year <br />the puppet wagon ran on its last legs. The body is so deteriated <br />that the exhaust fumes penetrate the cab from the sides and <br />bottom of the body. The exterior looks bad because of the rust. <br />The engine is in poor working order especially due to a bad <br />transmission. The roof leaked profusely this summer and when <br />brought in for repair the service man suggested that we not put <br />any money into the repair because the vehicle was not worth the <br />cost of repair. <br />The vehicle is used as a puppet wagon during the summer <br />months and a rink flooding vehicle during the winter months. On <br />occasion it is also used as a support vehicle during winter time <br />sewer or water main breaks. <br />The requested funding includes a used full van vehicle and <br />includes funding for body work. <br />2. Sound Equipment for Puppet Wagon ($460) - Currently the <br />puppet wagon staff has used their own equipment or equipment <br />which they have been able to scrounge up for use of sound <br />equipment during the summer season. The sound equipment has not <br />been the best and limits the puppeteers because of need to share <br />microphones. Staff wishes to purchase sound equipment which is <br />adequate for the performances and can be adapted for use in the <br />puppet wagon. Equipment would include wireless microphones, <br />amplifiers, 400 watt inverter for power, cassette recorder and <br />switch. <br />3. 2 Roaster ($300) - The two City Hall roasters no longer <br />working, are old and need replacement. These roasters have been <br />available to city groups such as the PTA's, Scouts, and groups <br />using the City Hall or picnic areas, and used for various city <br />functions. <br />4. Cable ropes for swings ($5,500)- chains used on the swings <br />at various park playgrounds frequently chip the paint on the <br />metal posts due to misuse by children. One of the misuses is the <br />wrapping of swing chains around the top post. Also the chain <br />links often times wear out and must be replaced. A new product <br />on the market is cable ropes. These ropes do not damage the post <br />paint if wrapped around. There are no links so the danger of <br />weak links does not exist, requiring no replacements. The cable <br />ropes do not get as cold as the metal chain so can be easily used <br />in the wintertime for swinging. The cable ropes are attractive. <br />Currently the City Hall and Lakeside Park swings are the <br />
