David Rademacher continued to say that the residents were opposed to the size and <br />shape of the picnic shelter but like it now and want more smaller ones around. <br />Security, a bridge and boardwalk for the bog are his concerns. <br />It was stated that Environmental Specialists expressed concern regarding a boardwalk <br />on the bog (as suggested in the original master plan) because that is the area where <br />wildlife nest and breed. A boardwalk would be an intrusion forcing the wildlife away. <br />Ron Fagerstrom suggested that more benches are needed. David Long suggested <br />glider swings. Ron Fagerstrom agreed because they are used and enjoyed by all ages. <br />Ron Fagerstrom again suggested that the group organize planning into three phases. <br />Ron Margo referred to the survey and suggested that path completion and bridge are <br />indicated as needs by the community. <br />PHASE I OF PLANNING - WATER QUALITY: <br />The first phase of the planning deals with water quality. Ron Fagerstrom suggested <br />that we recommend to the City Council a resolution and request for compliance by the <br />Silver View pond drainage area the reduction in use of phosphorous in fertilizers. <br />After discussion, the group requested Director Saarion to ask City Council approval for <br />requesting voluntary compliance for use of fertilizers without phosphorous as a means <br />of maintaining water quality in the pond. <br />The group also requested Director Saarion to look into costs of harvesting weeds with <br />a chain/winch method. <br />This group requests staff to use a substance for street plowing that does not harm <br />water quality and asked for alternatives. <br />Finally, the group requested information regarding development on County Road I to <br />consider ponding uses/use for filtering and sedimentation as it may benefit the pond. <br />PHASE II OF PLANNING - NATURAL AREA: <br />It was suggested that as recommended by Environmental Specialists, a wood duck <br />house should be placed at each arm of the pond. <br />David Long asked Adeline if the Seniors would be interested in donating a bench. <br />Adeline thought that they would. <br />The group decided that the completion of the path should be the second priority. <br />David Rademacher asked about alternatives for the inlet area which requires a culvert <br />installation. Director Saarion stated that the Parks and Recreation Commission had <br />originally requested a wooden foot bridge, but that public works requested vehicular <br />passage for more efficient maintenance, resulting in the culvert design. <br />61 <br />
