General Manager, St. Paul Water Utility, to discuss expanded public use of the Vadnais Lake site. <br />Specific recreational components for the Vadnais Lake area need to be identified. The focus would <br />be on trails, shore fishing, nature interpretation/ appreciation and picnicking. Once defined, the <br />master plan for the Grass-Vadnais Lakes Regional Park would be amended. The Water Utility <br />would continue to manage the forest and the water resource. Security would be provided by the <br />Ramsey County Sheriff. <br />Conceptually, Ramsey County would be responsible for development, maintenance and operations <br />of the recreational components as defined in the master plan. <br />Mr. Mack noted that the Vadnais Heights Parks and Recreation Department Director and the City <br />Administrator are supportive of increased public recreational use of the area. They have suggested <br />that the city would like to improve the baseball field within the Sucker Lake picnic area and use it for <br />the next 3-5 years for recreational programs. The Commission expressed concern about the impact <br />of this interim use. They indicated that the active program use may not be consistent with the natu- <br />ral character of the area. <br />Discussion of Corporate Partnership Initiative <br />Chairman Nolan said he spoke with Dave Ginkel, 3M Community Affairs Division, regarding adop- <br />tion of Battle Creek Regional Park. Mr. Ginkel indicated that he has not had time to address the re- <br />ques t. <br />Mr. Mack distributed information from the Minnesota Department of Natural Resources on their <br />"Park Partners" program. There was discussion about a Deluxe Corporation/ Island Lake County <br />Park partnership. Mr. Mack indicated that most of the redevelopment work at Island Lake County <br />Park has been completed. Concerts in the park and construction of an amphitheatre were suggested. <br />Commission Work Plan <br />The work plan was reviewed and the following comments noted: <br />Short -Term (less than one <br />o Bicycle Trails -- The Public Works Department is developing a map of bicycle trails. <br />o Foundation/Private Funding/Corporate "Adopt -A -Park" Program — The Commission <br />will continue working on a park partnership program. <br />o Communication with Other Commissions -- The parks and recreation commissions of <br />Ramsey County municipalities will continue to receive copies of agendas and minutes. <br />The Commission will likely be meeting with the Vadnais Heights Parks and Recreation <br />Commission regarding the Grass-Vadnais Lakes area. <br />o Burlington -Northern Trail Corridor — Complete. <br />o Park Use Ordinance -- Complete. <br />o Regional Recreation Open Space — Ongoing. <br />
