27 <br />SECTION THREE: WORKPLACE ISSUES <br /> <br />Section 3.01 Appearance and Dress <br /> <br />The dress and appearance of City employees is a direct reflection on the professionalism <br />of our services. Personal appearance should be appropriate to the nature of the work <br />and contacts with other people and should present a positive image to the public. <br />Clothing, jewelry, or other items that could present a safety hazard are not acceptable in <br />the workplace. Dress needs vary by function. Employees who spend a portion of the day <br />in the field need to dress in a professional manner appropriate to their jobs, as determined <br />by their supervisor. Employees may dress in accordance with their gender identity, within <br />the constraints of the dress codes adopted by the City. City staff shall not enforce the <br />City’s dress code more strictly against transgender and gender diverse employees than <br />other employees. <br /> <br />Guidelines: <br />With prior approval from the City Administrator, Department Heads establish rules and <br />regulations governing appearance and dress code within their respective departments. <br />Because dress needs vary by job function, individuals need to dress in a manner <br />appropriate for their jobs. The Department Head will be responsible for determining if <br />attire is inappropriate. <br /> <br />Uniformed Personnel: Uniforms are provided to some City employees. Uniforms should <br />be worn while at work by all required employees unless an exception is made by the <br />Department Head. <br /> <br />The last working day of the week has been designated as “Casual Day,” which allows <br />employees to wear more informal dress on those days. The Department Head shall be <br />responsible for determining what type of dress is acceptable on Casual Day and shall <br />inform each employee. However, if an employee has a meeting off City premises, or a <br />meeting with customers on City premises where more formal attire is appropriate, more <br />business like attire shall be worn. <br /> <br />Employees who have questions concerning dress standards should inquire with their <br />immediate Supervisor or Department Head. <br /> <br />Section 3.02 Conferences and Seminars <br /> <br />National or regional (multi-state) conventions, seminars, workshops or conferences may <br />be attended by Department Heads. State and local conferences may be attended by <br />Department Heads or other staff if specifically related to their technical area. Under <br />certain circumstances, an employee who is not a Department Head may be approved to <br />attend national or regional conferences. The costs of all national and regional <br />conferences, seminars, and workshops are covered by the respective department’s <br />budget. (Out of state travel to conferences and seminars requires City Council prior <br />approval.) Supervisor approval is required prior to registration or attendance, subject to
