The Plan must include a copy of intercommunity service agreements <br />entered into with an adjoining community, or language that <br />confirms the Council's understanding that the communities <br />reimburse each other for the municipal wastewater charges that <br />each will incur by receiving flow from the adjacent community, <br />including a map of areas covered by the agreement. The Plan should <br />detail how the intercommunity connections are being billed for <br />wastewater service. For example, identify if the intercommunity <br />connections are billed by the community receiving the flow or if the <br />Council needs to make an adjustment in the wastewater flow billing <br />for the two communities. <br />• The Plan needs to either include a copy of the agreements with the <br />adjacent communities that outline the terms of the intercommunity <br />wastewater service as it relates to reimbursement of treatment <br />costs associated with wastewater, or the Plan needs to provide a <br />narrative as to how these costs are adjusted for between the <br />municipalities or if they rely on the Council to make these <br />adjustments. The Metropolitan Council does not make any <br />adjustments to Mounds View wastewater volume allocation for any <br />intercommunity flow exchanges. <br />As noted in Section 4.2, there is one <br />active intercommunity service agreement <br />with Fridley. The City is working on <br />intercommunity service agreements with <br />the other communities and will supply <br />them when they are executed.
