The proposed plan is dissimilar to <br />surrounding buildings (Public Works, El Loro). However, in Staff's <br />opinion, there is no consistent architectural character at this <br />intersection. <br />The building will follow a franchise design. The dominate material <br />is metal panels and glass. Accent materials include fiber cement <br />panels, and split faced concrete block. <br />At least 50% of each side of the building must consist of the <br />materials below.
