Maintenance has included seal coating, pothole patching and skim coating as needed. <br />The current pavement is in poor condition with significant surface patching, potholes, <br />and moderate to high severity traverse cracking and pavement heaving. <br />Proposed Street Design Received: <br />The City Council approved Stantec to perform engineering services at the April 12, 2021 <br />City Council Meeting, (Res 9420). Stantec has completed the preliminary design along <br />with the community engagement portion of the proposal. <br />The City has received a proposed approved street design for the 2022-2023 Street <br />Rehabilitation Project. (Design standards were approved by the City Council on October <br />22, 2007, Res 7176 as recommended by the Street and Utility Task Force.) <br />Breakdown of Each Proposed Street Design: <br />Pleasant View Drive and 84th Ave NE — Current pavement sections are 13.3'-13.5', <br />(Attachment B), for a total pavement width of 26.8'-27'. Asphalt curbing is in place. The <br />proposed pavement section is for 14' drive lanes, which will accommodate on street <br />parking (currently in place). The proposed pavement section includes adding concrete <br />curb and gutter, (Attachment B). <br />Pleasant View Court - will have the same pavement design, with the surmountable curb <br />to stay in place with only limited repairs or replacement. <br />Spring Lake Road- Current drive lane section ranges from 11.8'-14' (Attachment C), for <br />a total pavement width of 23.6'-28'. The proposed pavement section is for 13', this <br />would be 11' drive lanes with a 2' reaction zone. For a total pavement width of 26'. The <br />proposed pavement section will include concrete curb and gutter. <br />Trail: <br />A trail is proposed for the West side of Spring Lake Road (Attachment D). The trail <br />installation is in accordance with the 2008 and the 2040 Comp Plans (Attachments E) <br />as well as the draft master trail and sidewalk plan presented at the Parks and <br />Recreation and Forestry Commission meeting on February 25, 2021 (Attachment F). <br />Community Engagement: <br />As part of the proposed project, community engagement was undertaken with the <br />assistance of Stantec. As part of the community engagement a story board was created <br />describing the proposed project which included a short survey. The survey questions <br />were as follows: <br />1) How Important are the following improvements to you? <br />• Pedestrian Safety <br />• Shared Use Paths <br />• Surface Water Drainage <br />2) Spring Lake Road would require widening to possibly include parking. Do you <br />support a parking lane and the necessary widening of Spring Lake Road? <br />4) Would you be interested in a potential Tree Replacement Program? <br />5) Does your property have a sump pump? <br />The Mounds View Visio <br />A Thriving Desirable C011111. <br />
