POSITION DESCRIPTION <br />Position Title: Director of Human Resources/City Clerk <br />Department: Administration <br />Accountable To: City Administrator <br />Status: Exempt <br />PRIMARY OBJECTIVE OF POSITION: <br />Responsible for personnel functions including staffing, counseling, policy administration, <br />negotiations and administration of labor and employee contracts, and serves as a <br />member of the City's management/leadership team. Develop and administer human <br />resource activities for the City in accordance with applicable policies and regulations. <br />Work with the City Administrator and other department directors to assure compliance <br />with City policies, goals and programs to achieve interdepartmental communication and <br />cooperation. Perform administrative functions including editing City newsletter and <br />monitoring the recycling program. Responsible for performing statutory and charter <br />responsibilities of the City Clerk including managing elections and records retention <br />practices. <br />SUPERVISION RECEIVED <br />Works under the guidance and direction of the City Administrator <br />SUPERVISION EXERCISED <br />Direct supervision of Administration Department support personnel to include <br />Communication Technician/Recycling Coordinator/Receptionist. <br />ESSENTIAL DUTIES AND RESPONSIBILITIES <br />Human Resources <br />• Manages job classification system including defining objectives, responsibilities, <br />salary information, and benchmarking. <br />• Comparable worth/pay equity: Creates, reviews and revises position descriptions <br />for all staff; maintains a schedule for positon description reviews; responsible for <br />preparation of pay equity compliance materials. <br />• Administers compensation adjustments consistent with Compensation Policy and <br />Labor contracts. <br />• Performs research and makes recommendations for the implementation and <br />updating of personnel policies, procedures and benefits; maintains personnel and <br />commercial driver's license files; handles new employee hiring; administers <br />employee benefit programs; and, coordinates employee performance evaluations. <br />• Interprets personnel policies and labor contracts to employees and supervisors in <br />order to provide consistency in administration of personnel programs. <br />• Ensures effective coordination with other City departments and compliance with <br />City rules and regulations. Develops and implements new programs, policies, and <br />procedures as necessary to achieve compliance with laws, codes and new <br />mandates. <br />• Administers benefit programs including: Health, Dental, HSA, FSA, Life, Disability, <br />Vision, Deferred Compensation, EAP, and insurance related issues and programs. <br />• Represents the City when meeting with benefit vendors (Health, Dental, HSA, <br />
