Firefighter/Fire Marshal/Code Inspector Page 2 Housing Inspections • Directs and ensures an effective housing maintenance and rental housing program is adhered to throughout the community in a manner that provides for safe and well maintained housing for all residents. • Administers the rental inspection program, which includes conducting annual or semi-annual inspections of multiple dwelling units. Prepares letters, inspection reports and court orders as needed, and may be required to appear in court to testify for the City. • Conducts inventory and an evaluation of the housing stock and neighborhood condition. • Investigates citizen complaints and conducts housing inspections related to the City's housing maintenance ordinance(s). • Works closely with outside administration of housing programs designed to rehabilitate, maintain, and upgrade the City's housing stock and deal with the issues of housing conditions affecting single family, multiple family and manufactured housing. • Prepares ordinances which address housing issues including housing maintenance and inspection. Code Enforcement • Administers the City's code enforcement program by investigating complaints of code violations, preparing letters, notices and reports, maintain files, advise property owners of code requirements and enforcement procedures, and how to obtain compliance. The code enforcement process may involve court proceedings and the preparation of evidence. • Develops and ensures effective inspections and neighborhood service programs utilizing education and incentives as well as legal action. • Identifies inconsistencies in code provisions and recommends code revisions. Prepares code revisions as assigned. • Works with residents to heighten awareness of various code ordinances. Property Managers Coalition • Co -coordination of the New Brighton/Mounds View Apartment Managers Coalition, including meeting scheduling, facilitating topics and speakers. PERIPHERAL DUTIES • Performs research and prepares written and oral reports, and other assignments, as directed. • Establishes and maintains working files. • Informs the Community Development Director of any inspection related activities that require immediate attention or action. • Consults with the City Attorney, as necessary, to review and evaluate appropriate legal remedies to gain compliance with codes and ordinances. • Performs other duties as assigned or apparent.
