Mounds View City Council May 9, 2022 <br />Regular Meeting Page 3 <br /> <br /> <br />Mayor Mueller opened the public hearing at 7:17 p.m. <br /> <br />Rosemary L ensing, 8310 Pleasant View Drive, reported she was not against the permit being <br />requested. She noted she grew up on a farm with 500 chickens so she was very familiar with the <br />care and keeping of chickens. She explained after moving to the Twin Cities she had a neighbor <br />that had chickens and noted the smell coming from the neighbors coop was a concern to her. She <br />discussed how the improper care of the coop led to a mouse and feral cat problem. She suggested <br />the City Council defer action on this request until the threat of avian flu was over. <br /> <br />Hearing no further public input, Mayor Mueller closed the public hearing at 7:21 p.m. <br /> <br />Council Member Meehlhause thanked Ms. Lansing for bring her concerns forward. He asked if <br />staff had any concerns with the spreading of avian flu through chickens in the community. City <br />Administrator Zikmund reported licenses were good for one year and inspections are conducted in <br />July of each year for those residents that hold a chicken-keeping license. <br /> <br />Council Member Meehlhause stated he did not oppose approving this request but noted this <br />property would have to be fenced prior to obtaining chickens. City Administrator Zikmund <br />explained staff was aware of this requirement. <br /> <br />Mayor Mueller commented with the avian flu outbreak it may be difficult for the applicant to <br />obtain her chickens. Public Works/Parks and Recreation Director Peterson reported chicks could <br />be purchased at this time. <br /> <br />MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 9583, <br />Approving a Chicken-Keeping License for Emileah Most at 5359 Jackson Drive. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Resolution 9590, Adopting the Five-Year Financial Plan for 2023 through <br />2027. <br /> <br />Finance Director Beer requested the Council adopt the five-year financial plan for years 2023 <br />through 2027. It was noted this document was a work in progress and would assist the Council <br />with creating future budgets. He discussed how inflation was expected to remain high for the next <br />several years. He reviewed the financial plan in further detail with the Council and recommended <br />approval. <br /> <br />Mayor Mueller thanked staff for their tremendous efforts on this report. She explained a 5% levy <br />increase was reflected for 2023 through 2026 and a 4.5% increase for 2027. <br /> <br />Council Member Meehlhause thanked the Mayor for bringing this up noting these percentages <br />were reflective of the charter, even though the new ordinance offers the Council more flexibility. <br /> <br />Further discussion ensued regarding the great work staff was doing on behalf of the community
