+ �5 <br />MouNDs ViEw <br />City of Mounds View Staff Report <br />Item No: 08E <br />Meeting Date November 28, 2022 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resource Director <br />Item Title/Subject: Resolution 9659, Approving a Three Year Labor Agreement with <br />the LELS 204 Police Patrol and Investigators Effective January 1, <br />2023, through December 31, 2025 <br />Introduction: <br />The previous labor agreement with the LELS 204 (Police Patrol and Investigators) group will <br />expire at the end of 2022. The City and the Union have conducted a series of negotiation <br />sessions and have come to an agreement on terms for the three-year period beginning January <br />1, 2023. <br />Discussion: <br />The Agreement provides for the following changes: <br />Article 17 — Insurance <br />For 2023, the City will contribute a maximum amount of $1,200 per month toward each <br />employee's insurance, a $30 increase over the 2022 contribution of $1,170, plus $200 towards <br />their HSA account. For 2024 and 2025, the table below would apply. If, for example, health <br />insurance premiums increase by 15% for 2024, the City would increase its monthly contribution <br />to $1,245. <br />If the Health Insurance <br />Premium Increases by <br />Less than 1% <br />1%to5% <br />6% to 10% <br />11%to 15% <br />Greater than 15% <br />The Maximum Monthly City <br />Contribution will increase by: <br />No change <br />+ $15 <br />+ $30 <br />+ $45 <br />+ $60 <br />Article 20 — Uniform Allowance Increase of $20 per year. <br />Article 23.2 — Retirement Health Care Savings — Recalculate to this contract period <br />Article 24 — Holidays — Easter Sunday replaced Good Friday as an observed holiday. <br />Article 24.4 was added: Officers called into work on a holiday or required to start their shift early <br />or work extra hours on a holiday will be compensated at a rate of two (2) times their base wage <br />with supervisor approval. <br />Article 32 — Canine Handler — this item was moved to Appendix A, specific to wages. <br />Appendix A — Wages: <br />• The City agrees to 3% wage increases for each year of the contract (2023, 2024, and <br />2025). <br />• Additionally, the City agrees to a one-time wage adjustment of $1.00/hour added to each <br />step of the wage scale effective January 1, 2023. <br />• The City agrees to adjust the starting wage of 70% of Top Patrol Rate to 75% of Top Patrol <br />Rate effective January 1, 2023. <br />• The City agrees to increase FTO Compensatory time from 1.00 hour/shift to 2.00 <br />hours/shift. <br />
