From: maavett <br />To: Jon Sevald <br />Subject: Woodale Apartment <br />Date: Monday, December 5, 2022 4:11:03 PM <br />Caution: This email originated outside our organization; please use caution. <br />Dear Mounds View City Council Members and City Admin, <br />As you know a lot of the neighborhood was at the 11/28/22 meeting and expressed a desire to not <br />proceed with the Rezoning and Woodale apartment development project. I saw many of you were <br />getting overwhelmed with the repeated disapproval of this plan. I applaud you for staying awake and <br />holding out to the agony of the testimony as it did repeat and many shared the same issues. We as a <br />community really do not want this project to proceed as it is way too big for the property and is a <br />blight to the community. As many shared there are so many others building projects in progress that <br />take the place of this one. So far you have made changes to this community that have changed it to <br />be unsafe for travel and walking on streets around this neighborhood including woodale street. <br />I have been in communication about the speed and traffic on woodale for several years now and <br />have emails that it will get better but to date it has not and proposed signs for speed have been <br />delayed and police patrols have not occurred as they are busy with the other projects that have <br />been developed. (Per police chief) <br />As staff admitted this development in all rights should have been a 50 unit development if it were <br />zoned at reality uses. Do not make the mistake as the MV legal stated if it gets approved for PUD it <br />will be very hard to change back and will require the city council to make an effort to change it at a <br />cost and effort to the city. Once a PUD is approved it will be very hard to change back. This at best <br />should be considered an R4 development since it is truly an apartment development and with all of <br />the 7 plus variances requested to the PUD before it is even rezoned is absurd to consider. Variances <br />to any resident would require a hardship and yet the developer has no hardships at all since they do <br />not even own the property it is under a purchase agreement to date and does not have full funding <br />as of this meeting. This is not a consideration since no hardship exists for this property rezoning <br />should not be considered especially when not fully funded prior to rezoning. The facts are the <br />developer wants this to go forward at the community's expense of all issues you heard at the last <br />meeting. The consideration to remove all but 2 of the older trees and replace them with less than <br />half the amount required by city zoning and then expect the community to wait 54 years for them to <br />grow to size is wrong. Would you grant all these approvals if this were a private citizen and <br />residential property requesting all of these variances to redevelop their property? The answer is NO <br />you would notes So do not fall to this request and say NO to this development and rezoning request. <br />With the city rezoning this it goes against the long term comprehensive plan and we ask how many <br />times will the council continue to make all of these exceptions as you have already done this several <br />time to our neighborhood. You have also made our area very dangerous according to the fire chief <br />as it no longer has the 2 essential egress routes to the area now with Greenfield closed. We already <br />see Allina ambulances using in neighborhood route to make egress routes faster than using MV Blvd <br />as traffic is way too busy for them so into and through the residential is what they chose to use (Not <br />desirable and many have spoke out to this and they continue to use the neighborhood route even <br />through the school zone from Woodale around Edgewood to Co. Rd. H). <br />
