Lesser parking can be approved as a PUD.
It has been Staff's opinion that the City Code is over -parked.
Although, since recent projects have all been PUD's, there has
been no catalyst to amend the City Code.
Staff surveyed area cities (see attached), finding an average
requirement of 181 stalls (1.5 stalls p/unit) required for a 120 unit
senior apartment building (inconclusive whether garage or
surface parking). The project proposes a parking ratio of 1.68
stalls p/unit.
Consideration should be given if a Loading Zone should be added
to accommodate tenants moving in & out. As -is, it is most likely
that a moving truck would park in the drive aisle opposite the ADA
stalls, thereby blocking those vehicles. If a loading zone were
added, this would reduce the number of parking stalls.
Lot 1 Required (and proposed)18
Garage
Surface
ADA
Non-ADA
ADA
Non-ADA
4
84
5
109
15 Mounds View City Code 160.055(2) (Driveways)
16 Resolution 760-04, approving a Variance to reduce the front yard building setback, from 40' to 38', and a
Variance to reduce the front yard parking lot setback, from 40' to 7'.
17 Mounds View City Code §160.342 (Schedule of Off -Street Parking — Multiple -family dwellings)
18 2020 MN Building Code, Section 1106.2; Accessible parking spaces shall be provided in Group 1-1, R-1, R-2, R-3
and R-4 occupancies in accordance with Items 1 through 4 as applicable.
