Item 05B <br />Page 7 of 16 <br />Building Materials <br />Building Height <br />Traffic <br />Lot 1 (The Villas) will include a combination of rock -faced block, <br />cast stone, vinyl siding, and fiber cement panels. Staff <br />recommends an alternative to vinyl siding (e.g. fiber cement <br />siding or other superior material). <br />The project is not within the County Road 10 Corridor Overlay <br />District. There are no architectural requirements outside of this <br />overlay district. <br />As a PUD, the City Council can approve deviations from the City <br />Code. If the property were zoned R-4, the maximum height <br />permitted is three -stories. Four -stories are proposed (four stories <br />above an underground parking garage). Total height from grade <br />will very between 40' — 60', depending on which side of the <br />building. <br />Staff is not recommending a traffic study. Ramsey County has <br />reviewed the access point, including the intent to share it with <br />future development north of Bauer Welding. The County is not <br />requiring a right turn lane. <br />Staff has some concerns regarding the unknown future land use <br />north of Bauer Welding, sharing this easement. If this is to be an <br />industrial use with truck traffic, the shared driveway should be <br />limited to passenger vehicles and deliveries (e.g. not semi -trucks). <br />Utilities Utilities serving residential customers must be underground.19 <br />Tree Preservation <br />The City Code's intent (not required) is to preserve as many <br />significant and specimen trees as possible.20 The north area of <br />Lot 1 is heavily wooded. All trees outside of the wetland area will <br />be removed to accommodate a storm water infiltration basin. <br />A Tree Preservation Plan is included on p. C1.3 of the plan <br />submittal. 74 trees will be removed, including 16 Significant <br />Trees, and 11 Specimen Trees.
