Resolution 1141-21, Recommending Approval of the Preliminary and Final <br />Plat of Skyline; and Zoning Map Amendment; Planned Unit Development; <br />Development Review; and Wetland Alteration Permit for The Villas of <br />Mounds View <br />Community Development Director Sevald stated the applicant, The Villas of Mounds View, LP <br />(MWF Properties) is proposing to redevelop the former Skyline Motel into The Villas of Mounds <br />View, consisting of a 120-unit apartment building. The project will feature senior (55+), <br />affordable housing. The project has two parts; (1) subdivision; and (2) everything else. For the <br />purposes of the Planning Commission, both are grouped into one resolution. They will be <br />separated for the City Council's public hearings. The subdivision is applicable to both The Villas <br />and Bio-Clean, whereas "everything else" is applicable to The Villas only. <br />Community Development Director Sevald reported specific to the Subdivision, there are a <br />number of revisions necessary. Staff's intent is for the Developer to complete necessary items <br />prior to the City Council's November 22nd Public Hearing, and for the Subdivision to be <br />approved with conditions requiring administrative review/approval. This is necessary to keep the <br />project on schedule for applying for financial assistance from the State by January, 2022. <br />Community Development Director Sevald explained the plat; Skyline, will combine four parcels <br />into Lot 1 for The Villas of Mounds View (apartment building), and will add land onto the Bio- <br />Clean property (Lot 2). Bio-Clean installs industrial washing equipment into the backs of straight <br />trucks (large cargo vans), and has been at this location since 1981. Bio-Clean is planning a <br />building addition within 2-3 years. Depending on the size of the addition, it is likely it will <br />require a Development Review at that time (not now). Bio-Clean previously received a Variance <br />to reduce the rear yard building setback, from 40' to 30' (Resolution 420-95), and a <br />Development Review in 2004 for a building expansion (Resolution 6283). Staff commented <br />further on the request and recommended tabling action to the November 17, 2021 meeting to <br />allow for additional information to be submitted to staff. <br />Peter Worthington, MWF Properties, thanked staff for the thorough staff report. He explained he <br />was available for comments or questions. <br />Commissioner Monn asked how the shared driveway would work between three different <br />entities. Mr. Worthington stated the property would have a shared access easement on the north <br />side and noted MWF would be responsible for plowing the driveway. <br />Commissioner Nelson questioned if the stormwater collection area would be fenced. Mr. <br />Worthington commented he was not planning to fence this area. <br />
