Mounds View Planning Commission November 3, 2021 <br />Regular Meeting Page 5 <br />Commissioner Nelson inquired where snow would be pushed and stored during the winter <br />months. Mr. Worthington reviewed the location where snow would be stored noting if the piles <br />grew too large and had to be trucked off site, this would be done. <br />Commissioner Monn questioned if the County approved of the new access point. Mr. <br />Worthington reported the County had reviewed and approved the new access point. He noted the <br />County did not recommend a right hand turn lane. <br />Commissioner Monn asked if alternative siding types had been considered instead of vinyl <br />siding. Mr. Worthington stated the building would use a vinyl lap siding that comes with a 50 <br />year warranty, along with a cement fiber board product. He then discussed why the proposed <br />color palette was chosen, and displayed examples of the two products. <br />Commissioner Monn requested further information regarding the proposed amenities. Mr. <br />Worthington reviewed the amenities that would be included in the senior housing complex. <br />Commissioner Monn recommended the applicant plant pollinator friendly seed versus prairie <br />seed on this property. Mr. Worthington stated he had no issue with that. <br />Commissioner Monn suggested a grilling and picnic area be considered in the greenspace. Mr. <br />Worthington reported this may be difficult because this area was sloped and included a wetland. <br />Commissioner Nelson questioned how the property manager would ensure the occupancy <br />standards were being followed. Terry Parker, 1961 Silver Street in Waconia, explained HUD <br />occupancy standards would have to be followed for these affordable housing units. <br />Commissioner Nelson stated he did not believe this was typical senior housing because only one <br />resident within the unit had to be 55+. He feared this building could have a lot of children within <br />its units. Ms. Parker discussed how the definition of a "senior" has changed over time and <br />commented on the federal HUD requirements for senior housing. <br />Commissioner Monn asked how the applicant would keep people from subleasing units from <br />their grandparents. Ms. Parker stated this was no different than what can occur at any other <br />apartment complexes. She reported subleasing was not allowed and noted cameras would be <br />installed everywhere. <br />Chair Rundle encouraged the applicant to make it very clear to its future tenants that children <br />could be living within these units. <br />Commissioner Farmer inquired how the mixing of vehicles and truck traffic along the shard <br />access would be addressed. Community Development Director Sevald recommended this be <br />addressed in the shared access agreement. <br />
