Mounds View Planning Commission November 3, 2021 <br />Regular Meeting Page 6 <br />Commissioner Nelson questioned if the senior units would be leased for one year at a time. Ms. <br />Parker stated this was the case. <br />Commissioner Monn recommended at least two parking spaces be required for the senior <br />housing development. Community Development Director Sevald commented this has been <br />deemed excessive for senior housing projects. He reported after researching the parking <br />requirements for other communities, staff supports the site having a parking ratio of 1.5 spaces <br />per unit. <br />Further discussion ensued regarding the mix of apartment units and the need for more mass <br />transit bus routes in Mounds View. <br />Commissioner Monn asked if the TIF request would be discussed at this meeting. Community <br />Development Director Sevald discussed the TIF request at a very high level. He noted this <br />projects qualifies for TIF because it was offering affordable housing. <br />Commissioner Monn expressed concern with the fact this project would not be providing taxes to <br />the community to cover municipal expenses. Community Development Director Sevald stated <br />after 26 years, the site would be paying full property taxes. He indicated this project could not <br />move forward if not for TIF. <br />Commissioner Monn requested further information regarding the green initiatives that would be <br />pursued for this building. Mr. Worthington discussed the green initiatives that would be included <br />in this development. <br />Commissioner Farmer explained the area was changing and questioned if New Brighton had <br />plans for more development in the Northwest Quadrant. Community Development Director <br />Sevald explained a hotel had been discussed, but noted some of the properties require a great <br />deal of soil correction, which has made development difficult. <br />Commissioner Nelson asked if a lighting plan had been submitted by the applicant. Mr. <br />Worthington stated he would be submitting a lighting plan to staff. <br />Commissioner Nelson indicated he could support the vinyl siding remaining on the building <br />because it came with a 50 year warranty. <br />Commissioner Monn questioned if there were any concerns with runoff coming from the Bio- <br />Clean property to the senior housing. Greg Kelly, 3038 Rodeo Drive in Blaine, stated his only <br />concern was with the elevation of the parking lot. He questioned if the hill would remain in place <br />noting he could install a retaining wall. Mr. Worthington reported both properties would have to <br />meet stormwater requirements and this concern would be addressed. <br />Commissioner Nelson explained this was a unique solution to a lot of small properties. <br />
