Mounds View Planning Commission November 3, 2021 <br />Regular Meeting Page 7 <br />MOTION/SECOND: Commissioner Monn. To table action on the Preliminary and Final Plat of <br />Skyline; and Zoning Map Amendment; Planned Unit Development; Development Review; and <br />Wetland Alteration Permit for The Villas of Mounds View because the Planning Commission <br />did not have sufficient information on the lighting plan or Preliminary Plat. The motion failed <br />for lack of a second. <br />MOTION/SECOND: Commissioner Munson/Commissioner Nelson. To approve Resolution <br />1141-21, a Resolution Recommending Approval of the Preliminary and Final Plat of Skyline; <br />and Zoning Map Amendment; Planned Unit Development; Development Review; and Wetland <br />Alteration Permit for The Villas of Mounds View as amended noting Ply -Gem vinyl siding <br />would be allowed. <br />Ayes — 5 <br />Nays — 1 (Monn) Motion carried. <br />6. Reports <br />A. Resolution 1142-21, Recommending 2022-2024 Appointments to the Planning <br />and Zoning Commission <br />Community Development Director Sevald stated the Mounds View Planning Commission <br />consists of seven Mounds View residents who are not elected officials. Commission members <br />are appointed by the City Council based upon recommendations made by the Commission, to <br />three-year terms. The Commission currently has three members whose terms expire on <br />December 31, 2021 (French, Monn, and Nelson). The City solicited applications from the public <br />to serve on advisory commissions, including the Planning Commission. The City received five <br />applications for the Commission. Some of the applicants were in attendance, and were invited to <br />introduce themselves. <br />Marcus Curtis, 7660 Spring Lake Road, explained he applied to serve after his street <br />improvement project came before the City for consideration, noting he became very involved in <br />this process. He stated he and his wife moved to Mounds View back in May of 2021. He <br />reported he appreciated this community, the school district and he wanted to see the community <br />continue to grow and be stable. <br />Commissioner Nelson stated he served on the Planning Commission previously, 15 years ago <br />and noted he served on the first comprehensive plan committee and was an inaugural member of <br />the EDC. He reported he had to step away for a time due to church commitments, but came back <br />because he really enjoys serving in this capacity. <br />Commissioner French explained he enjoyed serving on the Planning Commission, being a part of <br />the City and its processes. <br />The Commission voted and recommended Jason French, Marcus Curtis and Danny Nelson be <br />recommended for appointment to the Planning and Zoning Commission. <br />
