<br />Local Improvements That May Be Paid for with Special
<br />Assessments
<br />The list below provides a brief summary of the local improvements that local governments may
<br />pay for with special assessments.5 School districts cannot levy special assessments.
<br />
<br />Cities, urban towns, other towns, counties
<br />• Streets and roads. For cities and urban towns, these improvements include streets,
<br />sidewalks, pavement, gutters, curbs, vehicle parking strips, grading, graveling, oiling,
<br />beautification, and storm sewers or other street drainage and connections from sewer,
<br />water, or similar mains to curb lines.
<br />
<br />For counties and other towns, street and road improvements include county state-aid
<br />highways and town roads, respectively, including curb, gutter, and storm sewer.

<br />Cities, urban towns, other towns
<br />• Storm and sanitary sewers and systems, including outlets, holding areas and ponds,
<br />treatment plants, pumps, lift stations, service connections, etc.
<br />• Street lights, street lighting systems, and special lighting systems
<br />• Water works systems, including mains, valves, hydrants, service connections, wells,
<br />pumps, reservoirs, tanks, treatment plants, etc.
<br />• Parks, open space areas, playgrounds, and recreational facilities
<br />• Tree planting on streets and tree trimming, care, and removal
<br />• Abatement of nuisances, draining and filling swamps, marshes, and ponds on public or
<br />private property
<br />• Retaining walls and area walls
<br />
<br />Cities, urban towns
<br />• Steam heating mains
<br />• Dikes and other flood control works
<br />• Pedestrian skyways and underground pedestrian concourses
<br />• Public malls, plazas, or courtyards
<br />• District heating systems
<br />• Fire protection systems in existing buildings
<br />• Highway sound barriers
<br />• Municipal gas and electric distribution facilities
<br />• Certain Internet access facilities
<br />• Burial of electric, telecommunication, or cable wires in certain circumstances
<br />
<br />Cities, urban towns, counties
<br />• Enhanced 911 telephone service markers
