It is anticipate that information will be brought forward to the City <br />Council in the next few months. <br /> <br /> <br />f) Groveland Park Building Replacement. – <br /> On Monday July 25, 2005 the City Council reviewed a resolution to <br />award a construction for the Groveland Park Building Replacement <br />project. <br /> The bids received were higher than the engineers estimate. <br /> The City Council rejected the bids and asked the Parks, Recreation, <br />and Forestry Commission to look at alternatives – the masonry <br />construction was too expensive and we should look at other options. <br /> The apparent low bidder, Unicorp Incorporated, submitted a line item <br />list they used to develop their bid. <br /> The Public Works crews could do demolition if necessary. <br /> There was a question at to how the temperature was controlled within <br />a building such as Hillview. <br /> Need to look at what items are needed. <br /> Is a bathroom needed? Lambert does not have a bathroom. But it is <br />also not being used to any great extent. <br /> If the Commission is looking at shrinking / eliminating amenities, <br />they must also look at the impact of the usefulness of the building. <br /> Discussion of masonry construction versus “stick construction”. <br /> This is a public building – not private. Because of this there are <br />additional requirements i.e. bathrooms that need to be Americans with <br />Disabilities Act (ADA) compliant – need more floor space. <br /> Do you need two bathrooms – look at the possibility of one bathroom. <br /> Would TKDA need to start over with plans and specs with a stick <br />building? Answer: No. There are many shared design / construction <br />features of the two. How much re-work of the plans is needed to <br />develop a stick design is uncertain at this time. <br /> Other options - Prefab construction <br /> Construction options: Volunteers – can this be done legally? College <br />and/ or trade schools. What are the legal issues? There was no one <br />present from the neighborhood at the public hearing – it might be <br />difficult to get volunteers. <br /> Ask TKDA “What would it cost for a stick structure”? <br /> Steve Dazenski to get cost estimate for a stick structure versus a <br />masonry structure. <br /> What was the cost of the clubhouse when it was constructed? <br /> <br /> A motion was made to direct staff to check with the City attorney <br />to determine the legal issue with having a high school / college / <br />trade school construct a stick building. <br />Motion made by: Aukee <br />nd <br /> 2: Palm <br />Motion passed unanimously <br /> 3 <br /> <br />
