—
111/1 MEMO TO: Community Education Advisory Council
FROM: Community Education Advisory Council Task Force
RE: Closed Schools: Impact on Community Usage
PURPOSE
The School Board of Independent School District #621 voted to formally close
two elementary schools and two junior high schools effective June, 1982. Their
decision was necessitated by declining enrollments and revenues , and was made after
a complex evaluation and review involving all School District facilities.
The closings of the four school buildings will have profound impact on the entire
School District and the municipalities which comprise the School District. The
purpose of this study is to examine that impact primarily from a program perspective
and to provide possible alternative solutions to either minimize or offset this
impact. It should be noted that the major emphasis of this paper is on secondary
111/1
school facilities and the closings of Edgewood and Johanna Junior High Schools.
EVALUATION PROCESS
The evaluation process used in reviewing the feasibility of alternative school
use was broken down into four major categories:
I . What is the current facility usage of the gymnasium spaces at
the secondary school buildings.
II . Operation and maintenance costs as they relate to proposed
"mothballing" costs.
III . Surrounding school district experiences.
IV. Immediate impact on school district and municipalities.
In addition to the aforementioned process we explored several alternatives as to
what uses the building could be put after it's closing. These alternatives were
generated from staff, surrounding communities and the Educational Facilities
11111 Laboratory; a national organization which has published several studies on the
recycling of school facilities.
